内蒙古金融支持新型城镇化建设的实证研究

【摘要】：新型城镇化作为经济结构升级转型的重要驱动力,是推动内蒙古经济结构升级转型、科技创新、城乡统筹发展的引擎。在过去近20年时间里,内蒙古新型城镇化水平不断提高,非农人口不断增加、城市及呼包鄂城市群建设成绩显著、产业结构调整效果明显。但是,内蒙古新型城镇化进程中存在城乡经济发展二元结构问题,能源消耗型行业产能过剩问题。唯有进一步提高城乡统筹建设中与产业结构调整中金融的参与度,才能有效地攻克内蒙古新型城镇化面临的问题。理论与实证研究表明金融发展与新型城镇化是相互促进的联动系统。如若要解决内蒙古新型城镇化面临的问题,应加大金融支持新型城镇化的力度,改善金融结构、提升金融效率。本文对金融支持新型城镇化建设进行了研究,分析归纳了金融支持新型城镇化的作用机理,并决定从人口城镇化、空间城镇化、产业城镇化、城乡统筹四个方面,结合金融规模、金融结构、金融效率三个角度来提出提升金融支持内蒙古新型城镇化作用效果的建议。为此,对内蒙古金融支持新型城镇化的现状进行了分析,构建了金融发展与新型城镇化水平测度指标体系。其中,根据金融发展理论采用金融规模、金融结构、金融效率3个指标,而新型城镇化则确定了人口城镇化、产业城镇化、空间城镇化3个指标。在此指标体系的构建基础上,我们应用EVIEWS7.2软件,采用ADF、Johansen协整检验等对内蒙古金融支持新型城化建设的作用进行计量分析。分别通过协整检验与方程回归分析了内蒙古金融规模、金融结构、金融效率分别对人口城镇化、产业城镇化、空间城镇化的作用关系与作用效果,分析其中原因,并得出实证结论。实证结论表明内蒙古金融支持新型城镇化结构不尽合理,直接融资支持力度小;金融支持新型城镇化的效率较低,资金对第三产业支持力度有待提高,未能有效促进产业结构快速调整。根据理论分析和实证研究的结论,文章提出以下几点建议:首先,要提高金融资金使用效率与金融服务技术水平,以提升内蒙古金融支持新型城镇化的效率;其次,要推动内蒙古资本市场发展、拓宽民营资本与社会保障资金支持内蒙古新型城镇化建设的领域与渠道,以优化内蒙古金融支持新型城镇化的结构;最后,要完善内蒙古农村牧区金融体系、创新农村、牧区金融服务以提升农村、牧区金融支持城乡统筹发展的能力。
[Abstract]:As an important driving force of economic structure upgrading and transformation, new urbanization is the engine to promote the upgrading and transformation of economic structure in Inner Mongolia, scientific and technological innovation and the overall development of urban and rural areas. In the past 20 years, the level of new urbanization in Inner Mongolia has been improving, the non-agricultural population has been increasing, the construction of cities and Hubao Hubei urban agglomeration has achieved remarkable results, and the effect of industrial structure adjustment is obvious. However, in the process of new urbanization in Inner Mongolia, there are dual structure problems in urban and rural economic development and overcapacity in energy consumption industries. Only by further improving the financial participation in the overall construction of urban and rural areas and the adjustment of industrial structure can we effectively overcome the problems faced by the new urbanization in Inner Mongolia. Theoretical and empirical studies show that financial development and new urbanization are mutually reinforcing linkage systems. If we want to solve the problems faced by the new urbanization in Inner Mongolia, we should strengthen the financial support for the new urbanization, improve the financial structure and improve the financial efficiency. This paper studies the construction of financial support for new urbanization, analyzes and sums up the mechanism of financial support for new urbanization, and decides to improve the effect of financial support for new urbanization in Inner Mongolia from four aspects: population urbanization, spatial urbanization, industrial urbanization and urban and rural overall planning, combined with financial scale, financial structure and financial efficiency. Therefore, the present situation of financial support for new urbanization in Inner Mongolia is analyzed, and the measurement index system of financial development and new urbanization level is constructed. Among them, according to the theory of financial development, three indicators are adopted: financial scale, financial structure and financial efficiency, while the new urbanization determines three indicators: population urbanization, industrial urbanization and spatial urbanization. On the basis of the construction of this index system, we use EVIEWS7.2 software and ADF,Johansen cointegration test to analyze the role of Inner Mongolia finance in supporting the new urban construction. Through cointegration test and equation regression, this paper analyzes the relationship and effect of financial scale, financial structure and financial efficiency on population urbanization, industrial urbanization and spatial urbanization, analyzes the causes, and draws empirical conclusions. The empirical results show that the structure of financial support for new urbanization in Inner Mongolia is unreasonable, the support for direct financing is small, the efficiency of financial support for new urbanization is low, the support of funds for the tertiary industry needs to be improved, and the rapid adjustment of industrial structure can not be effectively promoted. According to the conclusions of theoretical analysis and empirical research, the paper puts forward the following suggestions: first, we should improve the efficiency of financial fund use and financial service technology, in order to improve the efficiency of financial support for new urbanization in Inner Mongolia; Secondly, it is necessary to promote the development of capital market in Inner Mongolia, broaden the fields and channels of private capital and social security funds to support the construction of new urbanization in Inner Mongolia, in order to optimize the structure of financial support for new urbanization in Inner Mongolia. Finally, it is necessary to perfect the financial system in rural pastoral areas of Inner Mongolia and innovate the financial services in rural and pastoral areas in order to enhance the ability of rural and pastoral areas to support the overall development of urban and rural areas.
