青岛市生态文明建设效率实证研究——基于非期望产出SBM模型

【摘要】:以青岛市为研究对象,在全要素生产框架下,引入环境污染综合指数反映区域的综合污染水平,构建城市生态文明建设效率评价指标体系,应用非期望产出SBM模型对青岛市2000—2015年生态文明建设效率进行测度。结果表明:近年来青岛市生态文明建设效率良好,成效显著。在SBM模型基础上利用Super-SBM模型对其有效决策单元进行测算。由综合效率的分解可知,青岛市生态文明建设发展过程中综合效率无效的原因主要是规模效率低下。在进行投入—产出变量松弛率及规模报酬分析的基础上,得出青岛市产业结构不合理、投入结构不科学是影响青岛市生态文明建设效率的关键症结。
[Abstract]:Taking Qingdao as the research object, under the framework of total factor production, the comprehensive index of environmental pollution is introduced to reflect the comprehensive pollution level of the region, the evaluation index system of urban ecological civilization construction efficiency is constructed, and the efficiency of ecological civilization construction in Qingdao from 2000 to 2015 is measured by using the non-expected output SBM model. The results show that the construction efficiency of ecological civilization in Qingdao is good and the effect is remarkable in recent years. On the basis of SBM model, the effective decision making unit is calculated by Super-SBM model. From the decomposition of comprehensive efficiency, it can be seen that the main reason for the ineffectiveness of comprehensive efficiency in the construction and development of ecological civilization in Qingdao is the low efficiency of scale. Based on the analysis of relaxation rate and scale reward of input-output variables, it is concluded that the unreasonable industrial structure and unscientific input structure are the key problems affecting the efficiency of ecological civilization construction in Qingdao.
