以集体土地流转改革为核心的城中村改造范例评析——从广州市“猎德模式”展开

【摘要】：中国城市化进程不断加快,广州作为沿海开放城市,在城中村改造的浪潮中一直保持不断探索求新的步伐。城中村改造是一个系统工程,触及的利益及关涉的领域十分广泛,难度颇大。广州市"猎德村"改造可谓试点工程,在几乎没有明确可供借鉴和参考的先例和经验之下,集行政、管理、法律等诸多手段于一体,艰难推进并创造性的产生了"猎德模式",形成了具有示范性的城中村改造路径。对于"猎德模式"带来的强大引领效应和凸显的诸多问题,都值得在城中村改造实践中总结反思。
[Abstract]:The process of urbanization in China is accelerating. Guangzhou, as an open coastal city, has been exploring the pace of innovation in the wave of village transformation in the city. The transformation of villages in the city is a systematic project, which touches on a wide range of interests and related fields, which is quite difficult. The transformation of "Hunde Village" in Guangzhou can be described as a pilot project. In the absence of clear precedents and experiences that can be used for reference and reference, many means, such as administration, management, law and so on, have been integrated, which has been difficult to promote and creatively produce the "hunting moral model" and formed an exemplary path for the transformation of villages in the city. For the strong leading effect and many prominent problems brought about by the "hunting moral model", it is worth summing up and reflecting on the practice of the transformation of the villages in the city.
