河北省农业保险发展对策研究

【摘要】：农业保险是现代农业风险管理的有效手段,通过政府诱导充分运用市场机制调动社会主体参与风险管理的积极性,有效应对和解决农业自然灾害问题,在农业和农村经济持续发展中发挥着重要作用。农业保险在河北省已开展8年时间,在此过程中充分起到了农业“稳定器”、“减震器”和农业发展“助推器”的作用。但随着农业现代化、产业化的快速发展和新型农业经营主体的不断涌现,农业保险已处于发展的“瓶颈期”、“转型期”和“蜕变期”,其责任会更加重要,发挥的空间会更大。河北省作为农业大省,粮食、蔬菜、水果、畜禽等农产品产量在全国位居前列,农业保险发展潜力巨大。在这场农业保险变革的黎明,河北省如能顺势而为率先起步,就能抢占先机,分享到更多的政策红利,并充分发挥财政支持资金的杠杆放大作用和政策导向作用,强力推进全省农业产业结构调整、土地流转和农业产业化进程,并刺激服务业发展、新增消费需求、促进新型城镇化,撬动上万亿的潜在市场,成为河北省经济转型、绿色崛起的“助推器“。因此,系统的分析农业保险的现状及存在的问题,推进农业的保险创新与有效改革,对河北省自身的农业保险的可持续发展是有着无法代替的实际意义和理论价值。该文就是采用细致的理论研究,并且借鉴部分国内和国外的农业保险的实践与现实性发展的理论,加之采用规范的分析与实例的分析相互结合的办法,有效的分析河北省的农业保险的运营与市场供求的矛盾与特征,通过农业保险市场几近失衡的表面情况,逐步挖掘出限制农业保险发展的本质原因,进一步来完善政策体系,促进政府支持。建立完善的农业保险运营机制和发展方式,最终提出加强农业保险的发展决策。
[Abstract]:Agricultural insurance is an effective means of modern agricultural risk management, through the government induces the full use of market mechanism to mobilize the enthusiasm of social subjects to participate in risk management, and effectively deal with and solve the problem of agricultural natural disasters. It plays an important role in the sustainable development of agriculture and rural economy. Agricultural insurance has been carried out for 8 years in Hebei Province, and has played a full role in agricultural "stabilizer" in the process. The role of "shock absorber" and "booster" in agricultural development. But with the modernization of agriculture, the rapid development of industrialization and the continuous emergence of new agricultural management subjects, agricultural insurance has been in the "bottleneck period" of development. "transition period" and "transformation period", its responsibility will be more important, the space will be greater. Hebei Province as a major agricultural province, food, vegetables, fruits, livestock and other agricultural products in the forefront of the country. Agricultural insurance development potential is huge. In the dawn of this agricultural insurance reform, if Hebei Province can adapt to the trend of the first start, it will be able to seize the opportunity to share more policy dividends. And give full play to the leverage of financial support funds and policy guidance role, vigorously promote the province's agricultural industrial structure adjustment, land transfer and agricultural industrialization process, and stimulate the development of service industries, new consumer demand. Promote new urbanization, leverage trillions of potential market, become Hebei Province economic transformation, green rise of "booster". Therefore, the system analysis of the current situation of agricultural insurance and existing problems. To promote the innovation and effective reform of agricultural insurance has an irreplaceable practical significance and theoretical value for the sustainable development of agricultural insurance in Hebei Province. And draw lessons from some domestic and foreign agricultural insurance practice and realistic development of the theory, coupled with the use of normative analysis and examples of analysis combined with the method. Effective analysis of the operation of agricultural insurance in Hebei Province and market supply and demand contradictions and characteristics, through the agricultural insurance market nearly unbalanced surface situation, gradually excavated the essential reasons for restricting the development of agricultural insurance. Further improve the policy system, promote government support, establish a sound agricultural insurance operation mechanism and development mode, and finally put forward to strengthen the development of agricultural insurance decision-making.
