合作收益视阈截至下农村养老支持力体系构建研究

【摘要】：家庭结构的小型化、核心化加上农村年轻劳动力在比较收益的激励下向外流动等现实国情,将农村老人的养老问题推到了风口浪尖。新农保以个人缴费、集体补助、政府补贴相结合的筹资方式极大地丰富了农村居民养老支持力的内容。养老支持力的多元化意味着现行模式能够在很大程度上满足农村老人的养老需求。然而,以新农保为主的政府支持力在高参保率的"泡沫"褪去之后却产生了参保老人福利水平不升反降的"倒逼效应";经济转型以及家庭的结构性嬗变带来了家庭支持力来源的单一化;社会支持力在村集体经济发展不稳定以及社区支持同质化下充满了不稳定和不确定性。构建政府、社会、家庭和社区四位一体的农村居民养老支持力系统模式就成为缓解我国农村老人养老困境的必然选择。在该系统中四方支持力通过合作形成利益共同体,并获得合作收益,达到多方共赢的目的。
[Abstract]:The miniaturization and core of the family structure and the rural young labor force moving outward under the incentive of comparative income push the old-age problem of the rural elderly to the top of the wave. Collective benefits. The combination of government subsidies has greatly enriched the content of rural residents' pension support. The diversity of pension support means that the current model can largely meet the needs of the elderly in rural areas. After the "bubble" of high participation rate melts out, the government support of the new rural insurance system has produced the "reverse force effect" of the welfare level of the old people who participate in the insurance, which does not rise but decrease; The economic transformation and the structural evolution of the family have brought about the single source of family support; Social support is full of instability and uncertainty in the development of village collective economy and the homogeneity of community support. Family and community support system model of rural residents pension support system has become an inevitable choice to alleviate the plight of the elderly in our country. In this system, quadripartite support forces form a community of interests through cooperation. And get the cooperation income, achieve the purpose of multiple win-win.
