【摘要】：传统农业保险在产品设计、运营管理等方面存在诸多问题和不足,导致其在满足农业生产安全需求和风散农业风险表现不尽人意。与其相比,农业保险指数化产品作为新兴的农业风险管理工具,其具有突出的优势。农业保险指数化产品在全球范围内得到了越来越多关注,并且有越来越多的国家开始投入研究并进行试点推广。但农业指数保险也存在着其自身缺点以及发展困境,如无法规避的基差风险、不可或缺的政策扶持等困境,国内外诸多学者也纷纷投入到理论以及产品实践中。本文主要从产品的角度出发,首先对我国的农业保险指数化产品的发展概况进行了阐述,继而对具有代表性的指数化保险产品进行剖析和研究,包括以安徽长丰县冬小麦为例的气象保险指数化产品、以山东省肥城市大白菜为例的价格保险指数化产品以及以北京冬小麦为例的产量保险指数化产品;其次,论文阐述了我国主要的农业保险指数化产品的特点、风险特征,其中产品的风险特征主要从区域性、周期性、季节性和系统性四个方面展开;第三,论文从产品设计层和运行层面分别归纳分析了我国农业保险指数化产品存在的缺陷;第四,分析了国外农业保险指数化产品的优秀成果,期望能为国内保险指数化发展提供借鉴;最后,针对我国农业保险指数化产品所存在的缺陷,分别从培育市场需求、产品研发力度、完善风险管理机制以及提高政府扶持力度四个方向,提出了优化我国农业保险指数化产品的建议。
[Abstract]:There are many problems and deficiencies in product design and operation management of traditional agricultural insurance, which leads to its unsatisfactory performance in meeting the needs of agricultural production safety and agricultural risk. As a new agricultural risk management tool, agricultural insurance indexed products have outstanding advantages. Agricultural insurance indexed products have been paid more and more attention in the world. And more and more countries began to invest in research and pilot promotion, but agricultural index insurance also has its own shortcomings and development difficulties, such as the risk of base difference that can not be avoided. The indispensable policy support and other difficulties, many scholars at home and abroad have also put into theory and product practice. This article mainly from the point of view of the product. First of all, the development of agricultural insurance indexed products in China is described, and then the representative indexed insurance products are analyzed and studied. It includes the meteorological insurance index products of winter wheat in Changfeng County of Anhui Province, the price insurance index products of Chinese cabbage in Feicheng City, Shandong Province, and the output insurance index products of Beijing winter wheat as an example. Secondly, the paper expounds the characteristics and risk characteristics of the main agricultural insurance indexed products in China, in which the risk characteristics of the products are mainly from four aspects: regional, periodic, seasonal and systematic. Thirdly, the paper summarizes and analyzes the defects of agricultural insurance indexed products in China from product design layer and operation level. In 4th, the author analyzed the outstanding achievements of agricultural insurance indexed products abroad, hoping to provide reference for the development of domestic insurance indexation. Finally, in view of the shortcomings of agricultural insurance indexed products in China, respectively from the cultivation of market demand, product R & D efforts, improve risk management mechanism and improve government support in four directions. The suggestion of optimizing the indexed products of agricultural insurance in China is put forward.
