【摘要】：统筹城乡基本医疗保险制度的目的是消除二元结构,实现城乡受益公平性。但在实际运行后其公平性程度如何是本研究探讨的重点。利用宁夏试点城市数据,采用泰尔指数及其分解法研究城乡之间、不同档次之间的受益情况,探讨这一设计的受益公平性。结果表明,受经济水平的制约,城乡居民在医疗保险的受益公平性上仍存在一定差距。
[Abstract]:The purpose of coordinating the urban and rural basic medical insurance system is to eliminate the dual structure and realize the equity of the urban and rural benefits. However, the degree of fairness after the actual operation is the focus of this study. The benefit between urban and rural areas and different grades is studied by using Tyr index and its decomposition method, and the equity of the benefit of this design is discussed. The results show that it is restricted by the economic level. There is still a gap between urban and rural residents in the benefit equity of medical insurance.
