新型农村养老保险制度中政府责任评价体系研究

【摘要】：日益严峻的农村老龄化形势下,对新型农村养老保险(以下简称新农保)制度中政府责任评价并作出相应的改进,对改善政府服务质量,提高政府的整体工作效率以及对我国新农保事业的发展完善具有重要意义。目前,学术界对于新农保制度中政府责任的研究已经相对成熟,但大多局限于政府该做什么,而对新农保制度中政府责任并未进行全面、客观的定量化评价,也缺少相对科学合理的政府责任评价指标体系,这样不利于新农保制度的长期稳定发展。本文运用跨学科的研究方法,综合政治学、经济学、社会学等相关理论,以经济性、效率性、公平性和可持续性作为构成要素,基于AHP层次分析法,通过这四大指标方面来构建新农保制度中政府责任评价体系。全文主要为以下五个部分。第一部分是导论,从研究背景及研究意义展开,对有关社会保障制度中政府介入的依据及承担的具体责任和适合保障制度中绩效评价的相关文献资料进行回顾和梳理,在前文的研究基础上提出了本文的研究框架、方法、可能的创新与不足之处。第二部分首先界定了新农保制度、政府责任以及新农保制度中政府责任评价等相关概念,接着提出了进行政府责任评价的理论依据。第三部分提出评价目标、评价对象及评价主体,综合政治学、经济学、社会学等相关理论,以经济性、效率性、公平性和可持续性作为构成要素,构建新农保制度中政府责任评价体系。基于AHP层次分析法,计算指标体系的权重,并根据权重进行排序。第四部分依据前一章的指标体系,结合各种统计资料,对相关指标数据的收集、整理和计算,由此得到四川、山西、北京三个省市新农保制度中政府责任评价体系结果。第五部分通过比较分各省市评价结果,找出新农保制度实施过程中的政府责任的不足之处,提出针对性政策建议。
[Abstract]:Under the increasingly austere situation of rural aging, the evaluation and corresponding improvement of the government responsibility in the new rural old-age insurance (hereinafter referred to as the new rural insurance) system will improve the quality of government service. It is of great significance to improve the overall working efficiency of the government and improve the development of the new rural insurance in China. At present, the research on the government responsibility in the new rural insurance system has been relatively mature, but mostly limited to what the government should do. However, there is no comprehensive and objective quantitative evaluation of the government responsibility in the new rural insurance system, and there is also a lack of a relatively scientific and reasonable evaluation index system of government responsibility. This is not conducive to the long-term and stable development of the new rural insurance system. This paper uses interdisciplinary research methods, comprehensive political science, economics, sociology and other relevant theories, taking economy, efficiency, fairness and sustainability as the constituent elements. Based on the AHP Analytic hierarchy process (AHP), this paper constructs the evaluation system of government responsibility in the new rural insurance system through these four indexes. This paper mainly consists of the following five parts. The first part is the introduction, from the research background and significance of the study, the relevant social security system in the basis of government intervention and specific responsibilities and suitable for the performance evaluation of the security system related literature review and comb. On the basis of the previous research, this paper puts forward the research framework, methods, possible innovations and deficiencies. The second part defines the new rural insurance system, government responsibility and the evaluation of government responsibility in the new rural insurance system. Then put forward the theoretical basis for the evaluation of government responsibility. The third part puts forward the evaluation objectives, evaluation objects and evaluation subjects, comprehensive political science, economics, sociology and other relevant theories, with economic, efficiency, and so on. The equity and sustainability are taken as the elements to construct the evaluation system of government responsibility in the new rural insurance system. Based on the AHP analytic hierarchy process, the weight of the index system is calculated and sorted according to the weight. 4th part is based on the index system in the previous chapter. Combining various statistical data, collecting, collating and calculating the relevant index data, the results of the evaluation system of government responsibility in the new agricultural insurance system of Sichuan, Shanxi and Beijing provinces and cities are obtained. 5th part compares the evaluation results of each province and city. To find out the deficiencies of the government responsibility in the implementation of the new rural insurance system, and put forward targeted policy recommendations.
