呼和浩特市失地农民养老保障问题探究

【摘要】：在中国,城市和乡村的体制一直以来都存在一定差异,包括在教育、医疗、文化等各个方面,农村居民与城市居民享受着不同的待遇。作为土地拥有者的农民,随着城市的发展,渐渐地失去了自己土地,相应的权利也随之消失。这样的变化对农民生活产生了巨大的影响。近年来,随着工业化逐渐取代农业化成为我国的经济支柱,国家对失地农民也出台了相关政策进行适当的补偿,但是许多农民劳动技能少、文化水平低,失去土地之后无法创造财富,尽管拥有一些国家的补偿,但是很难在此基础上来增加收入,以改善生活状况,甚至逐渐耗经济补偿,使得生活更加窘迫,难以维持。就呼和浩特市而言,从20世纪90年代后经济快速发展至今,随着城市扩张不断加快,城中村改造的数量也越来越大,失地农民的数量也越来越多,从而引发的社会矛盾也越来越激烈。因此,重视失地农民的社会保障,尤其是养老保险问题,使他们能够享受到城市发展带来的丰硕成果,使他们的利益得到有效保护,不仅仅是实现失地农民全面建设小康的需要,更是构建和谐社会的需要。本文从课题研究的相关背景入手,首先阐述了论文相关理论,接着详细分析了呼和浩特市失地农民利益保障现状,接着研究了呼和浩特市现行失地农民社会养老保险体制存在的问题与原因,然后又探析了国内发达地区失地农民社会养老保险制度的方法,最后重点提出了如何建立和完善呼和浩特市失地农民养老保险制度的建议。
[Abstract]:In China, urban and rural systems have always been different, including in education, medical care, culture and other aspects, rural and urban residents enjoy different treatment. With the development of the city, gradually lost their own land, the corresponding rights also disappeared. Such changes have a huge impact on the life of farmers. In recent years, as industrialization gradually replaced agriculture as the mainstay of our economy, The state has also introduced appropriate compensation policies for landless farmers, but many farmers have little labor skills and a low level of education, and cannot create wealth after losing their land, despite the fact that they have compensation from some countries. However, it is difficult to increase income on this basis in order to improve living conditions, even gradually consume economic compensation, making life more difficult and difficult to maintain. In the case of Hohhot, the economy has developed rapidly since 1990s. With the rapid expansion of the city, the number of the transformation of villages in the city is increasing, and the number of land-lost farmers is also increasing, which leads to more and more social contradictions. Therefore, the social security of land-losing farmers is paid more and more attention. Especially the problem of old-age insurance enables them to enjoy the fruitful results brought by urban development and to protect their interests effectively. It is not only the need to realize the comprehensive construction of well-off society but also the need of building a harmonious society. This paper begins with the relevant background of the subject research, first expounds the related theory of the thesis, then analyzes the current situation of the protection of the interests of the landless peasants in Hohhot in detail. Then it studies the existing problems and causes of the social endowment insurance system of the landless peasants in Hohhot city, and then probes into the methods of the social endowment insurance system of the landless peasants in the developed areas of our country. Finally, the paper puts forward some suggestions on how to establish and perfect the endowment insurance system for land-lost farmers in Hohhot.
