我国农村社会养老保险问题探因

【摘要】：农村社会养老保险制度在农村养老保障体系中占据着非常重要的地位，农村社会养老保险制度的健全，能够实现我国养老模式的转变，解决老年人口的后顾之忧，可以加快实现我国的“老有所养，老有所依”可喜局面，最终实现社会的和谐发展。然而，我国农村目前的形势是人口规模巨大、经济基础薄弱、老龄化程度不断加深、家庭结构单一、农村养老保险体系发展缓慢、政府责任的缺失、养老保险基金筹集和管理不规范、养老模式的选择不明确、制度本身存在漏洞等一些严重问题，针对这些问题，本文通过文献研究法、理论分析、实地调查等研究方法，从实施过程和制度内容两方面对现存问题的成因予以分析，得出农村社会养老保险制度的现存问题成因，即制度本身的缺陷、农民家庭收入水平低、农村社会养老保险制度的价值理念发生偏移、农村劳动力资源不足、法律不规范。以期在新型农村社会养老保险制度的实施过程中，能够扬长避短，，建立法律完善、政府责任明确、基金筹集方式和管理规范的新制度架构和新发展思路，从而建立良性发展的新型农村社会养老保险发展模式。
[Abstract]:The rural social old-age insurance system occupies a very important position in the rural old-age security system. The perfection of the rural social old-age insurance system can realize the transformation of the old-age model of our country and solve the worries of the elderly population. It can speed up the realization of the gratifying situation of "a sense of security for the elderly and the support of the elderly" in our country, and finally realize the harmonious development of the society. However, the current situation in the rural areas of our country is that the population is large, the economic base is weak, and the degree of aging is constantly deepening. There are some serious problems, such as single family structure, slow development of rural old-age insurance system, lack of government responsibility, irregular collection and management of pension fund, unclear choice of pension model, loopholes in the system itself, and so on. Through literature research, theoretical analysis, field investigation and other research methods, this paper analyzes the causes of the existing problems from two aspects of the implementation process and the content of the system, and concludes the causes of the existing problems of the rural social endowment insurance system. That is, the defects of the system itself, the low income level of farmers' families, the deviation of the value concept of the rural social endowment insurance system, the shortage of rural labor resources and the non-standard laws, with a view to implementing the new rural social old-age insurance system. The new institutional framework and new development ideas of fund raising and management standard can be established to establish a new type of rural social endowment insurance development model with benign development. It is possible to build a perfect law, clear responsibility of the government, a new institutional framework and a new development idea of fund raising and management norms.
