邢台市灵活就业人群社会养老保险问题研究

【摘要】:伴随时代进步,全球经济随之快速发展起来,本国对计划经济体制进行全面改革,计划经济向市场经济转变的这段期间可明显发现本国的就业形式在原有基础上发生很大变化,以国家分配为主的就业方式逐渐取消,取而代之的是灵活多样的就业方式,例如临时就业、派遣就业、非全日制就业等,但就现实情况而言,,现行机制不够完善成熟,还存在很多缺陷与不足,参保率低这一现象广泛存在,需要结合实际情况进行调整与修改,尤其是社会保障制度、养老保险制度等。 本文从河北省邢台市灵活就业人员社会养老保险的实际出发,通过研究相关理论,分析了灵活就业人群参加社会养老保险的必要性。紧接着阐述了我国灵活就业人员社会养老保险政策的历史演进并分析了现行的相关政策,在此基础上,通过问卷调查的实证研究方法得出邢台市灵活就业人员社会养老保险参保率低的结论。据此结论,从现行社会养老保险制度设计因素、灵活就业人员的个人因素、以及其他因素等方面分析了导致灵活就业人员社会养老保险参保率低的原因。在原因分析的基础上,从改善社会环境、改进政策制度、加大政府投入三个层面提出了六条建议以提高灵活就业人员社会养老保险参保率的相关对策。以此希望能够早日实现社会养老保险体系对全体公民的全覆盖。
[Abstract]:With the progress of the times, the global economy has developed rapidly, and the country has carried out a comprehensive reform of the planned economy system. During the period of transition from planned economy to market economy, it is obvious that the employment forms of our country have changed greatly on the basis of the original. The pattern of employment, which is mainly distributed by the state, has been gradually abolished and replaced by flexible and diverse employment methods, such as temporary employment, dispatch employment, part-time employment, etc. But in reality, the current mechanism is not perfect and mature. There are also many defects and deficiencies. The phenomenon of low participation rate exists widely and needs to be adjusted and modified according to the actual situation, especially the social security system, pension insurance system and so on. Based on the social endowment insurance of flexible employment in Xingtai City, Hebei Province, this paper studies the relevant theories. This paper analyzes the necessity of flexible employment to participate in social old-age insurance, and then expounds the historical evolution of social old-age insurance policy for flexible employed people in China, and analyzes the current relevant policies, on the basis of which, Through the empirical research method of questionnaire, the paper draws the conclusion that the participation rate of social old-age insurance in Xingtai City is low. According to the conclusion, from the design factors of the current social old-age insurance system and the individual factors of flexible employment, As well as other factors, this paper analyzes the reasons for the low participation rate of social old-age insurance for flexible employees. On the basis of the analysis of the reasons, it improves the social environment and the policy system. This paper puts forward six suggestions to increase the rate of social old-age insurance for flexible employed personnel in order to realize the full coverage of all citizens in the social pension insurance system as soon as possible.
