【摘要】：改革开放以来,我国城市化、工业化步伐明显加快,传统家庭结构发生了改变,“祖孙三代”的大家庭正在被现代的核心家庭取代,养老问题日益凸显。在市场化进程当中,我国社会养老保险制度逐步建立。尽管如此,与城市相比农村社会养老保险在家庭养老、政府补贴、养老金管理、农民参保等方面存在的问题更为突出。因此,本文围绕农村社会养老保险问题,分四个部分进行了较为系统的研究。第一章,绪论。这一部分主要介绍本文的研究背景和研究意义,对相关文献进行了综述,并概括了本文的研究方法和框架。第二章,农村社会养老保险相关理论概述。这一部分介绍了农村社会养老保险的相关概念,概括了经典马克思主义者关于养老保险及相关政府责任的基本思想。第三章,中国农村社会养老保险的现状。农村社会养老保险经历了“老农保”、“‘老农保’停滞和‘新农保’探索”、“新农保”、城乡居民养老保险等四个发展阶段。城乡居民养老保险制度的建立有利于缓解农村人口老龄化压力,缓和农村家庭矛盾,缩小城乡养老差距,维护社会和谐稳定。然而,农村社会养老保险仍存在家庭养老保险、政府补贴机制、养老基金管理、农民参保落实等方面的问题。第四章,完善农村社会养老保险的相关对策。这一部分主要从加大国家对家庭养老的扶持力度;加强养老金管理制度建设;加快城乡养老保险体系对接;加大科技和人才的投入力度等四个大方面探讨了完善农村社会养老保险的相关对策。农村社会养老保险问题是一个动态发展的现实问题,需要我们随时关注,及时做出理论上的回应。
[Abstract]:Since the reform and opening up, the pace of urbanization and industrialization in China has been quickened, the traditional family structure has been changed, the "three generations of grandchild" families are being replaced by modern nuclear families, and the problem of providing for the aged has become increasingly prominent. In the process of marketization, China's social endowment insurance system has been gradually established. However, compared with urban social endowment insurance, rural social endowment insurance has more serious problems in family pension, government subsidy, pension management, farmers' participation in insurance, and so on. This paper focuses on the problem of rural social endowment insurance, divided into four parts for a more systematic study. Chapter one, introduction. This part mainly introduces the research background and significance of this paper, and summarizes the relevant literature. And summarized the research methods and framework of this paper. Chapter 2, the rural social endowment insurance theory overview. This part introduces the rural social endowment insurance related concepts, This paper summarizes the basic ideas of the classical Marxists on old-age insurance and related government responsibility. Chapter three, The present situation of rural social endowment insurance in China. The rural social endowment insurance has experienced four stages of development: "old peasant insurance", "old peasant insurance" stagnation and "new rural insurance exploration", "new rural insurance" and "urban and rural residents' endowment insurance". The establishment of the old insurance system is conducive to alleviating the pressure of the aging of the rural population. To ease rural family conflicts, narrow the gap between urban and rural pension, maintain social harmony and stability. However, rural social endowment insurance still exists family pension insurance, government subsidy mechanism, pension fund management, Chapter 4th, the improvement of rural social endowment insurance countermeasures. This part mainly from increasing the state support for the family pension, strengthen the construction of pension management system; Accelerating the connection of urban and rural old-age insurance system, increasing the investment of science and technology and talents, etc., discusses the relevant countermeasures to improve the rural social old-age insurance, the rural social endowment insurance is a dynamic development of the reality of the problem, Need our attention at any time, make a theoretical response in time.
