【摘要】：新型农村社会养老保险是农村养老保障体系建设中最重要的一环,政策的稳定和不断完善能够稳定农民对于未来的预期,提高农民收入,促进农村地区消费,最终对于二元经济体系产生积极影响。因此,研究新型农村社会养老保险的经济效应,对于改善目前内需不足的农村经济状况、健全农村社会保障体系建设和未来制度的可持续发展都有着较大的现实意义。论文首先介绍了新型农村社会养老保险的发展历程,通过历史沿革厘清了原有制度与现行新型农村社会养老保险制度的优劣势。继而利用国家级调查数据进行了实证分析,认为新型农村社会养老保险有着促进消费、改善储蓄结构、稳定资本市场、改进财富分配等等经济、社会效应。并针对这些效应,提出了从给付公式、制度设计、制度外改进这三个方面的改进措施。新农保给付公式指数化有利于促进新农保的消费促进效应、储蓄稳定效应、福利再分配效应及与其他养老方式的良性互动;新农保的制度改进、管理经办效率提高、基金统筹层级提升、加快立法都能够在新农保制度内促进其对社会积极经济效应的发挥;在制度之外的改进方向上,应当增加农民收入,完善社会保障制度与劳动力市场的良性结合,促进新农保与其他养老方式的互相补充以及促进国家经济增长点转型。本文认为,以新型农村社会养老保险来保障农村地区农民生活并刺激农村地区经济发展,是可行的。以新型农村社会养老保险作为扩大农村地区消费的突破口,促进社会经济和城乡二元体系健康发展,提高农民收入,改善农民养老现状,有着不可忽视的积极作用,加强这种积极作用的发挥,畅通其影响机制,非常关键。
[Abstract]:The new rural social endowment insurance is the most important part in the construction of the rural old-age security system. The stability and continuous improvement of the policy can stabilize the farmers' expectations for the future, raise the farmers' income, and promote the consumption in the rural areas. Finally, it has a positive impact on the dual economic system. Therefore, the study of the economic effects of the new rural social endowment insurance will improve the current rural economic situation of insufficient domestic demand. It is of great practical significance to perfect the construction of rural social security system and the sustainable development of future system. Firstly, the paper introduces the development course of new rural social endowment insurance. This paper clarifies the advantages and disadvantages of the original system and the current new rural social old-age insurance system through the historical evolution, and then makes an empirical analysis using the state-level survey data, and concludes that the new-type rural social old-age insurance has a promoting consumption. To improve the structure of savings, stabilize the capital market, improve the distribution of wealth and other economic and social effects. The indexed formula of the new rural insurance benefits the consumption promotion effect, the savings stability effect, the welfare redistribution effect and the positive interaction with other pension methods; The improvement of the new rural insurance system, the improvement of the efficiency of the management and administration, the promotion of the overall level of fund planning, and the acceleration of legislation can all promote the positive economic effects of the new rural insurance system within the new rural insurance system; in the direction of improvement outside the system, We should increase farmers' income, perfect the benign combination of social security system and labor market, promote the mutual supplement of new rural insurance and other old-age support methods, and promote the transformation of national economic growth point. It is feasible to use the new rural social endowment insurance to protect the farmers' life and stimulate the economic development in the rural areas. It is very important to promote the healthy development of social economy and urban-rural dual system, to improve the income of farmers and to improve the present situation of providing for the aged. It is very important to strengthen the exertion of this positive function and to unblock its influence mechanism.
