健康中国战略下长期照护保险:制度理性、供需困境与路径选择

【摘要】：老龄化进程加快,使原有的社会保障体系面临较大挑战,同时也为长期照护保险的建立带来了新契机,成为一种理性的制度选择。尤其在"健康中国"战略的推动下,加强长期照护服务供给和保险建设不仅能有效分散疾病经济风险,也有利于改善国民健康福利。从长期照护保险的制度理性入手,分析了政策演进中的供需困境以及悖论,并在制度价值目标指导下提出了我国长期照护保险的发展模式与优化路径。
[Abstract]:The aging process is accelerated, which makes the original social security system face greater challenges, and at the same time brings a new opportunity for the establishment of long-term care insurance, and becomes a rational system choice, especially under the promotion of the "healthy China" strategy. Strengthening the supply of long-term care services and the construction of insurance not only can effectively disperse the economic risk of disease, but also help to improve the national health welfare. Starting with the institutional rationality of long-term care insurance, this paper analyzes the dilemmas and paradoxes between supply and demand in the evolution of policies. And under the guidance of system value goal, this paper puts forward the development mode and optimized path of long-term care insurance in our country.
