河南省新型农村社会养老保险制度实施问题及对策研究

【摘要】：新型农村社会养老保险制度(以下简称“新农保”)是发展我国农村地区社会养老保障事业的一项重要举措。1992年国家颁发的《县级农村社会养老保险基本方案(试行)》的实施,标志着农村社会养老保险制度在我国正式建立。但由于该制度方案存在诸多问题,未能持续有效推进。因此,在总结原制度方案经验教训的基础上,2009年《国务院关于开展新型农村社会养老保险试点的指导意见》出台。新型农村社会养老保险制度目前还处在扩大试点和制度完善过程之中,总结“新农保”制度实施过程中存在的问题,分析出现问题的原因并研究解决对策,对完善我国的社会保障事业和促进城乡社会和谐发展,具有重要的现实意义。在“新农保”制度的试点过程中,河南省也和全国的步调一样,先后在2009年至2011年分三批建立试点,目前已基本实现了制度的全覆盖。河南省永城市作为河南第三批“新农保”制度试点地区之一,位于河南省最东部,地处豫、鲁、苏、皖四省结合部,下辖29个乡镇,自被批准为“新农保”试点以来,全市各乡镇全面开展“新农保”业务。此次调研在全市各个乡镇全面展开,具有一定代表性,其数据能全面反映河南省“新农保”实施状况,所以本文选取永城市作为调查研究对象,采取问卷调查及实地走访村镇的方式,对永城市29个乡镇600位村民进行了问卷调查,回收有效问卷586份。取得这些第一手资料,对于分析研究我省及全国的新型农村社会养老保险制度,提供了很大帮助。从实地调查以及与大量农民的交流中发现,河南省新型农村社会养老保险制度存在诸多问题。诸如,参保率不高,筹资标准和保障水平较低,基金存在监管制度缺失,其保值增值存在一定风险等等。因此,为了进一步完善河南省“新农保”制度,并促进其顺利实施和可持续发展,还需要在现有成效的基础上,对河南省“新农保”制度进一步深化改革。应当以遵循农民根本利益为出发点、以健全我国社会保障体系为目标原则,完善相关法律法规,加强各有关部门之间的沟通和协调、优化制度设计,强化制度实施,加强经办机构业务监管,努力提高政策实施效果。其具体措施主要包括加强政府工作宣传,提高村民对“新农保”制度的认识和重视度；建立合理的制度衔接机制,促进政策有效实施；建立激励机制,努力提高参保率：发挥社会保险的优势,调动各方面积极性,努力提高保障水平,提升养老金的替代率；科学控制和严格监管“新农保”基金的运行,促进其有效保值增值；优化服务和配套机制,提高制度运行效率等等。
[Abstract]:The new rural social old-age insurance system (hereinafter referred to as "New Rural Insurance") is an important measure to develop the social old-age security in rural areas of China. In 1992, the implementation of the basic Plan of County-level Rural Social Old-age Insurance (for trial implementation) was issued by the State. It marks the formal establishment of the rural social old-age insurance system in China. However, due to many problems in the system scheme, it cannot be pushed forward continuously and effectively. On the basis of summing up the experience and lessons of the original scheme, the State Council issued the guidance on the pilot of the new rural social old-age insurance in 2009. The new rural social old-age insurance system is still in the process of expanding the pilot and the system. In the process of perfection, It is of great practical significance to summarize the problems existing in the implementation of the "New Rural Insurance" system, analyze the causes of the problems and study the countermeasures to improve the social security cause of our country and promote the harmonious development of the urban and rural society. During the pilot process of the "New Rural Insurance" system, Henan Province, like the pace of the whole country, successively set up the pilot projects in three batches from 2009 to 2011. At present, the full coverage of the system has been basically realized. Yongcheng, Henan Province, as one of the third pilot areas of the "New Rural Insurance" system in Henan Province, is located in the easternmost part of Henan Province, located in the junction of four provinces, Henan, Shandong, Jiangsu, and Anhui, and has jurisdiction over 29 townships. Since it was approved as a pilot project of "New Rural Insurance", all townships and towns in the city have carried out the business of "New Rural Insurance" in an all-round way. This investigation has been carried out in all townships and towns of the city, and it is representative, and its data can fully reflect the status of the implementation of "New Rural Insurance" in Henan Province. So this article selects Yongcheng as the research object, adopts the method of questionnaire investigation and field visit to the villages and towns, carries on the questionnaire survey to the 600 villagers of 29 towns in Yongcheng, retrieves 586 valid questionnaires, and obtains the first-hand information. It is of great help to analyze and study the new rural social endowment insurance system in our province and the whole country. From the field investigation and the communication with a large number of farmers, it is found that there are many problems in the new rural social old-age insurance system in Henan Province, such as the low rate of insurance participation, the low standard of financing and the low level of security, and the lack of supervision system of the fund. Therefore, in order to further improve the "New Rural Insurance" system in Henan Province, and promote its smooth implementation and sustainable development, we also need to build on the existing results. To further deepen the reform of the "new rural insurance" system in Henan Province, we should take the fundamental interests of farmers as the starting point, take the sound social security system of our country as the goal principle, perfect the relevant laws and regulations, and strengthen the communication and coordination among the relevant departments. We should optimize the system design, strengthen the system implementation, strengthen the business supervision of the agencies, and strive to improve the effect of the policy implementation. The concrete measures include strengthening the propaganda of the government work and enhancing the villagers' understanding and attention to the "new rural insurance" system. To establish a reasonable system linkage mechanism to promote the effective implementation of the policy, to establish an incentive mechanism, to strive to improve the rate of participation, to give play to the advantages of social insurance, to mobilize the enthusiasm of all sides, to improve the level of security, and to increase the replacement rate of pensions; Scientific control and strict supervision of the operation of the "New Rural Insurance Fund" to promote its effective maintenance and appreciation, optimize services and supporting mechanisms, improve the efficiency of the system, and so on.
