城镇居民社会养老保险替代率比较分析

【摘要】:我国的养老保险制度,自80年代起就不断的进行改革和完善,在不断的改革和完善中,我国城镇养老保险已经覆盖公务员、企事业职工、灵活就业人员、农民工等群体,但城镇非从业居民的社会养老保险制度却一直处于缺失状态,党中央、国务院对我国社会养老保险体系的建设高度重视,在二零一一年六月,中国政府网发布了“国务院关于开展城镇居民社会养老保险试点的指导意见”,在二零一一年七月一日启动了城镇居民社会养老保险试点。到目前为止,养老保险已基本构建起了全国统一的制度框架,基本实现全覆盖,但是由于我国地区辽阔,各地的社会、经济发展水平、自然资源、风俗分化及人口结构等多方面的极大差距,加上各地的政策偏好,致使我国养老保险水平呈现出明显的差异。由于城镇居民社会养老保险实施的时间短,各地方实施的时间不同、政策不同、财政补贴存在明显差异,各地的城镇居民养老保险替代率存在明显差异。替代率水平直接关乎到居民最终的养老水平,差距过大会造成居民心里的不平衡,长期以往造成社会动荡,同时也会阻碍劳动力市场的合理流动,,不利于区域间养老保险制度的衔接、统一和资源的整合,最终危及经济的发展和社会的安定。有悖于社会保障制度建立的初衷和促进经济健康发展的基本原则。 本文在总结国内外城镇居民社会养老保险研究成果的基础上,以相关基础理论为出发点,通过对各地区居民养老保险替代率的测算与比较、替代率与恩格尔系数的比较,找出各地区居民养老保险替代率差异的原因,提出相应的解决措施和建议,促使各地区建立合理城镇居民养老保险政策,进一步优化各地区居民养老水平,推进居民养老保险制度进一步深化改革,促进居民养老保险制度平稳运行与社会经济协调的良性互动。
[Abstract]:Since 80s, the old-age insurance system of our country has been continuously reformed and perfected. In the course of the continuous reform and improvement, the urban old-age insurance in our country has covered civil servants, enterprises and institutions, flexible employment personnel, migrant workers and other groups. However, the social old-age insurance system of non-employed urban residents has been in a state of absence. The Party Central Committee and the State Council attached great importance to the construction of the social old-age insurance system in China. In June 2011, In July 1st 2011, the Chinese government launched the pilot project of social old-age insurance for urban residents, which was issued by the State Council on the guidance of the State Council on the pilot project of social old-age insurance for urban residents. Pension insurance has basically set up a unified national institutional framework and basically achieved full coverage. However, due to the vast area, the level of social and economic development, natural resources, customs differentiation and population structure of our country, In addition, the policy preference of various places has led to obvious differences in the level of pension insurance in our country. Due to the short time of implementation of social old-age insurance for urban residents, the different time of implementation in different places, the different policies, and the obvious differences in financial subsidies, There are obvious differences in the replacement rate of old-age insurance in cities and towns. The level of replacement rate is directly related to the final pension level of the residents. The gap caused the imbalance in the residents' hearts and caused social unrest in the past. At the same time, it will also hinder the rational flow of the labor market, which is not conducive to the convergence, unification and integration of resources between the regions of the old-age insurance system. Finally, it endangers the economic development and the social stability, which is contrary to the original intention of the establishment of the social security system and the basic principle of promoting the healthy development of the economy. On the basis of summing up the research results of the social endowment insurance for urban residents at home and abroad, and taking the relevant basic theory as the starting point, this paper compares the substitution rate of the residents' pension insurance in various regions with the Engel's coefficient through the calculation and comparison of the replacement rate of the residents' old-age insurance in various regions. To find out the reasons for the difference of the replacement rate of the residents' endowment insurance in different regions, and put forward the corresponding solutions and suggestions, so as to promote the establishment of a reasonable policy of the old-age insurance for the urban residents in each region, and further optimize the pension level of the residents in the various regions. We will further deepen the reform of the resident old-age insurance system and promote the benign interaction between the smooth operation of the resident old-age insurance system and the social and economic coordination.
