延迟退休情况下SX地区养老金缺口风险缓释策略研究

【摘要】:本文以中国逐渐进入老龄化社会,养老缺口不断扩大,政府近几年试探性提出延迟退休年龄,并因此引发的养老金管理问题为主要研究对象,从分析养老金缺口产生的原因入手,并辅以抽样调查及数据分析,找出延迟退休不能从根本上解决问题,提出系统化的解决办法和建议。全文共分四大部分。 全文首先对中国养老保障现状进行分析,从我国养老保障制度设计的源头着手,找出养老金缺口产生的真正原因以及缺口未来的扩大趋势,为进一步的分析打下基础,也使本文的研究更具有紧迫的现实意义。其次,提出问题,延迟退休能否解决养老保障缺口问题,对提出延迟退休年龄的背景、延迟退休的利弊进行分析,通过数据模型测算,得出目前养老保障制度实际上激励职工提前退休,整体上与希望推出的延迟退休新政策存在错配风险。进而得出,SX地区延迟退休缓释养老金缺口风险的策略。第三,对国外养老金制度及现状进行分析,进一步梳理中国养老金缺口与国外缺口形成的差异,以及国家间经济发展处于不同阶段,中国不能简单模仿国外延迟退休年龄。 最后,本文提出从综合、系统解决问题的角度提出解决SX地区缺口风险的措施建议:一是转变政府管理理念,发挥政府的主导作用。二是积极发展老年型服务产业,完善养老保障制度;三是整合碎片化社保制度,建立统一的缴费制度;四是完善人员跨区域转移制度,鼓励扩大社保覆盖范围,以缓释养老金缺口的风险管理策略。
[Abstract]:In this paper, China has gradually entered an aging society, and the gap between the aged and the elderly has been widening. In recent years, the government has tentatively proposed to delay the retirement age, and the pension management problem caused by this has been taken as the main research object. Based on the analysis of the causes of the pension gap and the sample survey and data analysis, the paper finds out that delayed retirement can not solve the problem fundamentally, and puts forward systematic solutions and suggestions. The paper is divided into four parts. First of all, this paper analyzes the current situation of China's old-age security, starting from the source of the design of China's old-age security system, finds out the real causes of the pension gap and the future expansion trend of the gap, and lays a foundation for further analysis. It also makes the research of this paper more urgent and practical significance. Secondly, put forward the question whether delay retirement can solve the problem of pension security gap, analyze the background of putting forward the delayed retirement age, the advantages and disadvantages of the delay retirement, and calculate through the data model. It is concluded that the current old-age security system actually encourages workers to retire early, and there is a risk of mismatch with the new policy of delayed retirement, which is expected to be introduced. Furthermore, the strategy of slow release of pension gap risk of delayed retirement in SX area is obtained. Third, This paper analyzes the pension system and its present situation in foreign countries, further combs the difference between the gap of pension in China and the gap in foreign countries, and the economic development of different countries is in different stages, China cannot simply imitate the delayed retirement age abroad. Finally, this paper puts forward some measures to solve the gap risk in SX area from the angle of comprehensive and systematic solution: first, to change the concept of government management and give play to the leading role of the government; second, to actively develop the elderly service industry. Improve the old-age security system; third, integrate the fragmented social security system, establish a unified payment system; fourth, improve the personnel transregional transfer system, encourage the expansion of social security coverage, in order to slow release pension gap risk management strategy.
