甘肃省农房保险发展现状的调研报告

【摘要】：农村住房保险早在20世纪80年代就在江西、福建、浙江等省开始局部试点,但进入20世纪90年代后由于赔付率高及相关制度不成熟,试点工作陷入停滞状态。2004年以来,中共中央及国务院连续在每年1号文件中明确要求稳步推进政策性农房保险试点,这为重启农房保险提供了良好的政策环境。2006年8月福建在全国率先启动了政策性农房保险的全省试点工作,现在已有浙江、甘肃、广东、江西、湖南、湖北、云南、四川、甘肃、贵州等10多个省份开展了范围大小不同的农房保险试点。2012年以来,甘肃省各个保险机构利用现有的补贴政策和政府补贴资源,加强承保能力建设,扩大承保覆盖面,并推动特色优势产业保险试点工作,积极探索涉农保险新领域,逐步扩大农房保险、农村家庭综合财产保险等保险覆盖面,提高农房保险惠农水平,农房保险开始渗入到甘肃省各个农户中。本文结合对甘肃省农房保险近几年改革发展状况的调研和试点当地开展的农村民房保险的概况及发展困境的分析,设计了调查问卷,选举有代表性的试点县区进行书面调查和随机采访相融合的方法,了解农户关于农房保险的认识程度以及购买情况。同时也对当地的政府工作人员、保险销售人员做了细致的访问。通过问卷调查的结果进行模型的选取和回归分析,对数据进行计量分析和总结,并提出推进甘肃省农房保险推广与发展的策略,提出确保农房保险顺利实施的保障条件,最终推动各个试点农房保险工作的快速顺利开展,进而推动整个甘肃省其他地区农房保险惠农政策的开展。
[Abstract]:As early as 1980s, rural housing insurance started some pilot projects in Jiangxi, Fujian, Zhejiang and other provinces. However, since 1990s, due to the high compensation rate and immature related systems, the pilot work has stalled. Since 2004, The Central Committee of the Communist Party of China and the State Council have made it clear in their annual document No. 1 that the pilot project of policy-oriented agricultural housing insurance should be steadily promoted. In August 2006, Fujian took the lead in launching the provincial pilot work of policy-oriented agricultural housing insurance in China. Now there are Zhejiang, Gansu, Guangdong, Jiangxi, Hunan, Hubei, Yunnan, Sichuan, More than 10 provinces such as Gansu and Guizhou have carried out pilot projects of agricultural housing insurance of different sizes. Since 2012, various insurance institutions in Gansu Province have made use of existing subsidy policies and government subsidy resources to strengthen the construction of underwriting capacity and expand coverage coverage. And to promote the pilot work of characteristic advantage industry insurance, actively explore new fields of agriculture-related insurance, gradually expand the coverage of agricultural housing insurance, comprehensive property insurance of rural families, and raise the level of agricultural housing insurance benefits to farmers. Agricultural house insurance has begun to infiltrate into every farmer in Gansu province. This paper designs a questionnaire based on the investigation of the reform and development of agricultural house insurance in Gansu Province in recent years and the analysis of the general situation and development difficulties of the rural housing insurance carried out in the pilot area. The election of representative pilot counties and districts was conducted through a combination of written surveys and random interviews to find out the extent of farmers' understanding of and purchase of agricultural housing insurance. At the same time, it also aimed at local government workers. Insurance salesmen made a detailed interview. Through the results of the questionnaire survey model selection and regression analysis, quantitative analysis and summary of the data, and put forward to promote the promotion and development of agricultural housing insurance in Gansu Province, The paper puts forward the guarantee conditions to ensure the smooth implementation of agricultural housing insurance, and finally promotes the rapid and smooth development of agricultural housing insurance work in each pilot project, and then promotes the development of agricultural housing insurance benefits policy in other areas of Gansu Province.
