山东省农民工养老保险问题研究

【摘要】：改革开放以来，我国城市化发展取得了重大进展，农民工队伍也不断发展壮大，他们为我国由农业化向工业化转型做出了巨大贡献，但其社会保障权益却未得到应有的维护。虽然，国家政策已规定把农民工养老保险纳入到城镇职工养老保险体系中，但在具体实施过程中由于我国城乡二元经济体制以及户籍制度等因素的制约，根本无法享受与城镇职工一样的养老保险待遇。本文在人口老龄化的背景下，提出应系统地研究农民工养老保险问题，把握正确的发展方向，从而切实维护农民工群体的养老保障权益。本文研究主要包括四大部分内容。第一部分，即本文的第一章：导论。该部分主要介绍了本文的选题背景和研究意义，对国内外学者的研究成果进行归纳总结，阐述了本文的研究思路、研究方法以及创新点。第二部分，，即本文的第二章：农民工养老保险的理论基础。该部分主要介绍了农民工及其养老保险的涵义以及农民工养老保险的主要理论依据。第三部分为本文的主体部分，包括第三至五章。第三章：山东省农民工养老保险存在问题及其原因分析。该部分通过对山东省农民工养老保险的情况进行实地调查，总结了山东省农民工养老保险存在的诸多问题。这些问题主要有：参保率较低而退保率却比较高；养老保险的覆盖范围窄；异地转移接续困难；缺乏统一的农民工养老保险法律法规；缺乏政府有效的财政支持等诸多现实问题。分析了造成上述问题的原因，这些原因主要有：农民工收入较低且不稳定，难以支付较高标准的养老保险费；企业为追求自身利益最大化不愿为农民工缴纳养老保险费；制度设计本身存在许多缺陷，使得农民工养老保险的健康发展缺少制度保障；政府责任缺失，造成农民工养老保险的发展缺少必要的资金支持。第四章：各地区农民工养老保险的经验及启示。该部分通过介绍国内出现的三种农民工养老保险模式，提出完善山东省农民工养老保险的启示。第五章：完善山东省农民工养老保险的对策建议。该部分提出相应的完善措施，这些措施主要有：明确政府的主体地位，承担起完善各项制度及资金保障的责任；企业和个人积极履行各自的缴费义务；拓宽养老保险覆盖面；建立多层次缴费基数，灵活缴费方式；建立健全农民工养老保险异地转移机制等。第四部分，即本文的第六章，也是本文的结论部分，包括全文总结、不足与展望。本文的创新点在于通过发放问卷进行实地调查，对山东省农民工养老保险问题进行了实证分析，加之对国内出现的典型农民工养老保险模式的系统介绍，总结其各自的优缺点，提出了较为科学和具有针对性的对策建议。
[Abstract]:Since the reform and opening up, great progress has been made in the development of urbanization in China, and the ranks of migrant workers have also been growing. They have made great contributions to the transition from agriculture to industrialization in our country. However, their social security rights and interests have not been properly safeguarded. Although the state policy has stipulated that the old-age insurance for migrant workers should be incorporated into the old-age insurance system for urban workers, However, due to the restriction of the dual economic system of urban and rural areas and the household registration system in China, it is simply impossible to enjoy the same old-age insurance treatment as urban workers. It is suggested that the problem of rural migrant workers' old-age insurance should be studied systematically and the correct direction of development should be grasped so as to safeguard the rights and interests of migrant workers' pension security. This paper mainly includes four parts. The first part, the first chapter of this paper: introduction. This part mainly introduces the background and significance of this paper, summarizes the research results of domestic and foreign scholars. This paper describes the research ideas, research methods and innovative points. The second part, This part mainly introduces the meaning of migrant workers and their pension insurance and the main theoretical basis of migrant workers pension insurance. The third part is the main part of this article. Including the third to fifth chapters. Chapter III: Shandong Province migrant workers pension insurance problems and their causes. This part through the Shandong Province migrant workers pension insurance situation field investigation, This paper summarizes the problems existing in the old-age insurance of migrant workers in Shandong Province. These problems mainly include: low rate of participation and high rate of withdrawal; narrow coverage of old-age insurance; difficulty in transferring from place to place; The lack of uniform laws and regulations on the pension insurance of migrant workers, the lack of effective financial support from the government, and many other practical problems. The reasons for the above problems are analyzed. These reasons include: low and unstable income of migrant workers, It is difficult to pay higher standard endowment insurance premium; enterprises are unwilling to pay endowment insurance premium for migrant workers in order to maximize their own interests; there are many defects in the system design itself, which makes the healthy development of rural migrant workers pension insurance lack of institutional protection. The lack of government responsibility leads to the lack of necessary financial support for the development of rural migrant workers' endowment insurance. Chapter 4th: the experience and enlightenment of rural migrant workers' pension insurance in various regions. Chapter 5th: the countermeasures and suggestions to improve the endowment insurance of migrant workers in Shandong Province. This part puts forward the corresponding improvement measures, these measures include: clear the main position of the government, To assume the responsibility of perfecting the various systems and fund security; enterprises and individuals to actively fulfill their obligations to pay; broaden the coverage of pension insurance; establish a multi-level payment base, flexible payment methods; The 4th part, which is the 6th chapter of this paper, is the conclusion of this paper, including the summary, deficiency and prospect. The innovation of this paper lies in the empirical analysis of the old-age insurance of migrant workers in Shandong Province through the field investigation of questionnaires, and the systematic introduction of the typical old-age insurance model of migrant workers in China. Their advantages and disadvantages are summarized, and scientific and targeted countermeasures and suggestions are put forward.
