新农村建设视角下的湖南农业保险问题研究

【摘要】：我国农业是国民经济的基础产业,其持续稳定的发展不仅对于农业生产起到至关重要的作用,同时也是关系到农民收入增长和社会稳定的大事。农业保险作为一种有效的风险转移和分散机制,有利于灾后农业生产的恢复、维持农民收入稳定以及加快社会主义新农村的建设的进程。2012年中央一号文件和《国民经济和社会发展十二五发展规划纲要》都明确提出了要大力发展政策性农业保险,不断完善农业保险制度。在建设社会主义新农村的宏观背景之下,本文以湖南省农业保险的发展作为研究对象,系统地分析了农业保险的理论基础以及其在新农村建设中的重要作用,并且结合了世界各国农业保险发展的实践经验,详细地分析了湖南农业保险发展进程所遇到的问题,并提出了相应的解决对策。
[Abstract]:Agriculture is the basic industry of the national economy in our country. Its sustainable and stable development not only plays a vital role in agricultural production, At the same time, it is also a major event related to the growth of farmers' income and social stability. As an effective risk transfer and dispersal mechanism, agricultural insurance is conducive to the recovery of agricultural production after the disaster. To maintain the stability of farmers' income and to speed up the process of building a new socialist countryside. In 2012, the first document of the Central Committee and the outline of the 12th Five-Year Plan for National Economic and Social Development clearly stated that we should vigorously develop policy-oriented agricultural insurance. We will continue to improve the agricultural insurance system. Under the macro background of building a new socialist countryside, this paper takes the development of agricultural insurance in Hunan Province as the research object, and systematically analyzes the theoretical basis of agricultural insurance and its important role in the construction of new countryside. Combined with the practical experience of agricultural insurance development in various countries in the world, the problems encountered in the development process of Hunan agricultural insurance are analyzed in detail, and the corresponding countermeasures are put forward.
