【摘要】：太原市居于山西省“一核一圈三群”城镇化战略的核心，为建成全国一流宜居城市，近年来，太原市对“城中村”进行全面改造，掀开了新一轮大规模城市改造的序幕，城市空间向周边城郊快速扩张，失地农民逐渐形成了一个新的特殊群体。由于综合差异、生存习惯、社会认同等问题的存在，失地农民的生存和发展面临诸多挑战，解决不好，将直接影响太原市转型跨越发展和社会稳定。其中，，失地农民的养老保险问题是当今我国重要民生课题，能否解决好事关国家长治久安、社会和谐稳定。本文立足太原市实际情况，将实证分析和规范分析相结合，研究太原市失地农民养老保险问题。在借鉴国内外补偿失地农民政策经验的基础上，依据本市实际，测算了太原市失地农民养老保险水平，分析了失地农民养老保险水平与经济发展的适应状况，剖析了失地农民养老保险面临的困境，提出了帮助失地农民解决困境的措施，希望对健全失地农民养老保险制度提供一定的借鉴作用。
[Abstract]:Taiyuan lies at the core of the urbanization strategy of "one core, one circle, three groups" in Shanxi Province. In order to build a first-class and livable city in the country, Taiyuan has carried out a comprehensive transformation of "villages in the city" in recent years, opening a new round of large-scale urban transformation. With the rapid expansion of urban space to the surrounding suburbs, landless farmers have gradually formed a new special group. Due to the existence of comprehensive differences, living habits, social identity and other problems, landless farmers face many challenges in their survival and development. It will directly affect the transformation of Taiyuan and social stability. Among them, the problem of endowment insurance for landless farmers is an important issue of people's livelihood in our country today. Whether or not the problem can be solved well has a bearing on the long-term stability of the country and the harmony and stability of the society. Based on the actual situation of Taiyuan City, combining the empirical analysis with the normative analysis, this paper studies the endowment insurance of land-lost farmers in Taiyuan City. Based on the experience of the domestic and foreign policy of compensating the land-lost farmers, the paper is based on the actual situation of the city. This paper calculates the level of land-lost farmers' endowment insurance in Taiyuan, analyzes on the adaptation of the level of land-lost peasants' old-age insurance to economic development, analyzes on the difficulties faced by land-lost farmers' old-age insurance, and puts forward some measures to help land-lost peasants to solve their difficulties. Hope to improve the land-lost farmers pension insurance system to provide some reference.
