内蒙古农村牧区社会养老保险问题研究

【摘要】：改革开放以来，我国的城镇社会保障制度逐步建立和完善起来，但是农村的社会保障体系发展缓慢。由于计划生育政策的实施以及人口老龄化的到来使传统的家庭养老模式发生了动摇，如今的农村养老面临严峻考验。所以必须尽快建立和完善农村社会养老保险制度，以满足农村老年人的养老需求。近年来，内蒙古自治区一直致力于农村牧区社会养老保险制度的完善与推广，但现行制度依然存在：专业法律不健全、保障能力有限、覆盖人群不足、养老金管理不善等问题；再加上家庭和土地等传统养老方式的衰退使很多农村老年人面临“老无所依”的困境。完善现行农村牧区养老保险对保障内蒙古农村牧区老年人的基本生活、维持内蒙古地区安定团结、促进内蒙古经济社会全面发展有着重大的意义。因此，要实现农牧民老有所养，就必须加快建成一套体现内蒙古特色、根植内蒙古实际、服务内蒙古农牧民的农村牧区社会养老保险制度。本文运用比较分析法对比分析了农村社会养老保险与城镇居民社会养老保险的发展状况以及内蒙古农村牧区社会养老保险保障水平与全国农村社会养老保险保障平均水平；运用定性分析与定量分析相结合的方法，发现了内蒙古现行农村牧区社会养老保险制度存在的问题，并找出了问题出现的原因；探讨了完善现行农村社会养老保险制度的政策建议。本文共分五部分，，第一部分是导论，主要介绍了本文研究的背景、意义以及方法，并对国内外相关文献进行了综述；第二部分为内蒙古建立农村牧区社会养老保险的必要性，建立完善的农村牧区社会养老保险制度是改善农牧民养老现状、解决收入差距、刺激消费以及实现公共服务均等化的必然要求；第三部分为内蒙古农村牧区社会养老保险存在的问题，文章在总结了内蒙古农村牧区社会养老保险建立过程的基础上分析了现行农村牧区社会养老保险制度存在的问题；第四部分为内蒙古农村牧区社会养老保险存在问题的原因，从农牧民参保意识及能力、经济社会发展现状和政府责任履行等方面分析了问题的成因；第五部分为完善内蒙古农村牧区社会养老保险的对策，针对现行制度存在的问题及问题的成因，结合内蒙古的地区特色及发展实际，提出了完善内蒙古农村牧区社会养老保险的政策建议。
[Abstract]:Since the reform and opening up, China's urban social security system has been gradually established and perfected. However, the social security system in rural areas has developed slowly. The traditional family pension model has been shaken by the implementation of the family planning policy and the arrival of an aging population. Nowadays, the rural old-age pension is facing a severe test. Therefore, it is necessary to establish and perfect the rural social old-age insurance system as soon as possible in order to meet the pension needs of the rural elderly. In recent years, Inner Mongolia Autonomous region has been committed to the improvement and promotion of social old-age insurance system in rural and pastoral areas, but the current system still exists: the professional law is not perfect, the ability of protection is limited, the population coverage is insufficient, pension management is not good, and so on; Coupled with the decline of traditional old-age support methods such as family and land, many elderly people in rural areas are facing the dilemma of "being old and helpless." perfecting the current old-age insurance in rural pastoral areas will ensure the basic life of the elderly in rural pastoral areas in Inner Mongolia. It is of great significance to maintain stability and unity in Inner Mongolia and to promote the all-round economic and social development of Inner Mongolia. Therefore, in order to achieve a sense of security for farmers and herdsmen, it is necessary to accelerate the establishment of a set of Inner Mongolia characteristics that reflects the characteristics of Inner Mongolia and has roots in Inner Mongolia's reality. The social endowment insurance system of the rural pastoral areas serving the farmers and herdsmen of Inner Mongolia. This paper makes a comparative analysis of the development of rural social old-age insurance and urban residents' social old-age insurance by means of comparative analysis, as well as the level of social old-age insurance security in Inner Mongolia rural pastoral areas and the national average level of rural social old-age insurance. By using the method of qualitative analysis and quantitative analysis, this paper finds out the problems existing in the current social endowment insurance system in Inner Mongolia's rural pastoral areas, and finds out the causes of the problems. This paper probes into the policy suggestions of perfecting the current rural social endowment insurance system. This paper is divided into five parts, the first part is an introduction, mainly introduces the background, significance and methods of this study, and summarizes the relevant literature at home and abroad. The second part is the necessity of establishing social endowment insurance in rural pastoral areas in Inner Mongolia. The establishment of a perfect social endowment insurance system in rural pastoral areas is an inevitable requirement for improving the present situation of farmers and herdsmen, solving the income gap, stimulating consumption and realizing the equalization of public services. The third part is the problems of social old-age insurance in Inner Mongolia rural pastoral areas, the article summarizes the process of the establishment of social old-age insurance in Inner Mongolia rural pastoral areas, and analyzes the existing problems of social old-age insurance system in rural pastoral areas of Inner Mongolia. The 4th part is the reason of the problems in the social old-age insurance in Inner Mongolia rural pastoral areas. It analyzes the causes of the problems from the aspects of the farmers and herdsmen's consciousness and ability of participating in the insurance, the present situation of economic and social development and the fulfillment of the government's responsibility. In 5th, in order to improve the social old-age insurance in Inner Mongolia rural pastoral areas, in view of the existing problems and the causes of the problems, combined with the regional characteristics of Inner Mongolia and the actual development of Inner Mongolia, Put forward the policy suggestion of perfecting the social endowment insurance in Inner Mongolia rural pastoral area.
