黑龙江省城镇企业职工基本养老保险制度研究

【摘要】：城镇企业职工基本养老保险是我国养老保障制度体系的重要组成部分。在我国，各省根据本地的实际情况建立起了相应的城镇企业职工基本养老保险制度。黑龙江省城镇企业职工基本养老保险制度自其建立以来经历了不断完善的过程。本文对黑龙江省城镇企业职工基本养老保险制度的发展历程进行回顾，并以佳木斯市为例，，运用系统分析法、比较法、数据分析等方法对黑龙江省城镇企业职工基本养老保险制度的运行进行了综合的分析与评价。研究发现，黑龙江省城镇企业职工基本养老保险制度在赡养率、覆盖面、基金管理等方面存在不足。通过对上述问题的成因进行分析，进而对完善黑龙江省城镇企业职工基本养老保险制度提出了相应措施，如完善制度设计、加强监管以及提高退休年龄等，以期望其能在未来得到更加全面稳定的发展。
[Abstract]:The basic old-age insurance for employees in urban enterprises is an important part of the old-age security system in China. Each province has established the corresponding basic old-age insurance system for urban enterprise workers according to the actual local conditions. The basic old-age insurance system for urban enterprise workers in Heilongjiang Province has experienced a process of continuous improvement since its establishment. This paper reviews the development of the basic old-age insurance system for urban enterprises in Heilongjiang Province. Taking Jiamusi City as an example, the paper makes a comprehensive analysis and evaluation of the operation of the basic old-age insurance system of urban enterprises in Heilongjiang Province by using the methods of system analysis, comparison and data analysis. The basic old-age insurance system of urban enterprises in Heilongjiang Province is deficient in terms of maintenance rate, coverage, fund management, etc. Through the analysis of the causes of the above problems, The corresponding measures are put forward to perfect the basic old-age insurance system of urban enterprises in Heilongjiang province, such as perfecting the system design, strengthening supervision and raising the retirement age, in order to expect it to be developed more comprehensively and steadily in the future.
