吉林省新型农村合作医疗制度存在的问题和对策研究

【摘要】：我国是从50年代初期开始实施社会保障制度的,保障对象主要有国家机关、企事业单位职工,有很少一部分涉及到城镇居民和农民。社会保障系统包括社会保险、社会福利、社会救助、社会优抚、医疗保障等内容,其中医疗保障作为保障人们生活水平和健康状况的重要制度,在社会保障系统中的重要性与社会保险是等同的,也是较为薄弱的环节。我国医疗保障制度分为城镇职工医疗保险、城镇居民医疗保险和针对农民的新型农村合作医疗制度。从2003年试点以来,新农合制度得到不断改进和完善,在缓解农民疾病压力,改善生活水平,发展农村经济方面发挥着重要的作用。但是受传统二元经济的影响,我国医疗卫生资源分配不合理,城乡医疗保险差距大是现阶段亟待解决的问题。我国医疗保险现阶段面临的最大挑战是城乡差别大;全覆盖、低保障现象与人们日益提高的医疗保障水平之间的矛盾;新型农村合作医疗制度、城镇居民医疗保险与城镇职工医疗保险补偿标准不同,违背了医疗保险作为一种社会福利所要体现的公平性。因此,建立和完善农村医疗保障体系,缩小城乡差距是达到城乡医疗保险一体化、实现城乡统筹发展的基本路径。吉林省是我国第一批新型农村合作医疗试点省份,自新农合开展以来,在方案设计、制度建设与执行等方面进行了积极的探索,取得了显著的成果,新农合覆盖面不断扩大,农民参合积极性高,不断完善制度执行,改善了农民的就医条件,减轻了参合农民的医疗负担,提高了农民生活水平。但是在具体运行中也存在一些问题,因此,本文在分析吉林省新农合近10年的数据和资料的基础上客观、全面、真实的总结问题,针对出现的问题提出解决对策,为完善吉林省新农合医疗制度提供建议,同时为吉林省早日实现医疗保险城乡一体化起到促进作用。

Therefore, establishing and perfecting the rural medical security system, narrowing the gap between urban and rural is to achieve the integration of urban and rural medical insurance, the basic path to realize urban and rural development in Jilin province is China.
