郴州工业园农民工养老保险存在的问题及分析

【摘要】：农民工是我国改革开放和工业化、城镇化快速发展阶段涌现出的一支新型劳动大军,是推动中国经济和社会结构发展变革的重要力量,为城市繁荣、经济发展做出了重大贡献。然而,目前我国绝大部分农民工仍被排斥在现有的社会保障制度之外,尤其是农民工较为关注的养老保障,在人口老龄化日益严重的情况下,解决好农民工的养老问题对维护社会稳定、构建社会主义和谐社会以及城镇化建设都有着重大的现实意义。郴州工业园作为湖南省第一个农民工养老保险试点,其政策设计在借鉴了其他省市经验的基础上因地制宜,因此,其具体措施和经验做法都是很值得探究的。本论文通过结合国内外关于农村养老保险研究的理论基础,对郴州工业园农民工养老保险试点的农民工养老保险模式的具体内容、运行机制以及进展情况进行了实地调查分析,从农民工自身需求入手,找出了制约该政策发展的各方面因素,在比较和借鉴国内外养老保险经验的基础上,有针对性地提出了完善农民工养老保险的几点对策建议,为该政策在全国范围内的推广提供了一定的理论依据。由于我国社会将面临较长时间的城市化和社会转型,所以针对农民工养老及社会保障所展开的理论研究,对于解决农民工问题、完善我国社会保障体系、加快我国社会保障制度改革都具有重要的现实与理论意义。
[Abstract]:Migrant workers are a new type of labor force emerging in the period of China's reform, opening up, industrialization and rapid development of urbanization. They are an important force to promote the development and transformation of China's economic and social structure, and contribute to the prosperity of the city. However, the majority of migrant workers in our country are still excluded from the existing social security system, especially the old-age security, which is more concerned by migrant workers. In the case of the aging population, the majority of migrant workers are still excluded from the existing social security system. It is of great practical significance to solve the pension problem of migrant workers to maintain social stability, build a harmonious socialist society and build urbanization. Chenzhou Industrial Park is the first pilot project of pension insurance for migrant workers in Hunan Province. Its policy design is based on the experience of other provinces and cities, therefore, its specific measures and practices are worth exploring. This paper combines the theoretical basis of the research on rural old-age insurance at home and abroad. This paper makes a field investigation and analysis on the specific content, operation mechanism and progress of the pension insurance model for migrant workers in Chenzhou Industrial Park, starting with the needs of migrant workers themselves. This paper finds out the factors restricting the development of the policy, and on the basis of comparing and drawing lessons from the experience of endowment insurance at home and abroad, puts forward some countermeasures and suggestions to perfect the endowment insurance for migrant workers. It provides a theoretical basis for the promotion of the policy in the whole country. Since our society will face a long period of urbanization and social transformation, the theoretical research on the pension and social security of migrant workers is carried out. It is of great practical and theoretical significance to solve the problem of migrant workers, perfect our social security system and speed up the reform of our social security system.
