西藏城镇养老保险体系研究

【摘要】：城镇养老保险体系是社会保险体系的核心内容，对整个国家、地区的经济发展与社会稳定有着极其深切的影响。西藏自治区地处祖国边陲，具有十分独特的社会、经济、文化条件，城镇养老保险体系的建设不能完全仿效内地模式，需要构建起适合西藏发展现状的一整套体系。研究西藏自治区城镇养老保险体系需要梳理其基本的来龙去脉和现实的运行情况，以此为基础，才能更好的指导西藏城镇养老保险改革的实践，建立起中国特色、西藏特点的养老保险体系，使之能够可持续发展并提高西藏老年公民的生活质量，为西藏经济发展与社会稳定提供支撑。本研究包括西藏城镇养老保险的发展历史、西藏城镇养老保险制度的模式、西藏城镇养老保险支付水平的适度性等主题。文章采用了养老保险适度水平研究模型对西藏城镇养老保险支付的合理区间与实际支付水平进行了实证分析，借鉴国内外研究和改革的实践经验，以西藏城镇养老保险制度改革和创新的实践历程为基础，针对西藏20余年城镇养老保险体系建设中的问题进行分析，并提出对策建议。第一章导论。讨论了论文选题背景和意义，对社会养老保险制度的经济理论学派观点和社会政策理论给予综述，并简要介绍了论文的研究框架。第二章国内外城镇养老保险体系发展现状。对城镇养老保险体系的基本模式与我国城镇养老保险体系的发展情况进行了介绍。第三章西藏城镇养老保险体系的基本情况。对西藏城镇养老保险的发展历史及现状进行了阐述，理清西藏养老保险的发展脉络。第四章基于西藏城镇养老保险水平实证的问题分析。使用养老保险适度水平模型对西藏城镇养老保险的支付水平进行实证分析，并提出了相应的问题。第五章完善西藏城镇养老保险体系的对策建议。针对前文的分析，提出对应的解决方案与对策建议，，为完善西藏城镇养老保险体系建言献策。
[Abstract]:The urban old-age insurance system is the core content of the social insurance system and has a profound influence on the economic development and social stability of the whole country and regions. Under the cultural conditions, the construction of the urban old-age insurance system cannot be completely modelled on the inland model. We need to build a whole set of systems suitable for the development of Tibet. To study the urban old-age insurance system of the Tibet Autonomous region, we need to sort out its basic background and actual operation, and take this as the basis. In order to better guide the practice of old-age insurance reform in Tibet's cities and towns, to establish an old-age insurance system with Chinese characteristics and Tibetan characteristics so that it can develop sustainably and improve the quality of life of senior citizens in Tibet, To provide support for Tibet's economic development and social stability. This study includes the history of the development of urban old-age insurance in Tibet, the pattern of urban old-age insurance system in Tibet, The paper analyzes the reasonable range and actual payment level of urban old-age insurance payment in Tibet by using the model of the appropriate level of pension insurance. Based on the practical experience of the research and reform at home and abroad, based on the reform and innovation of the urban old-age insurance system in Tibet, this paper analyzes the problems in the construction of the urban old-age insurance system in Tibet for more than 20 years, and puts forward some countermeasures and suggestions. The first chapter discusses the background and significance of this thesis, summarizes the economic theory and social policy theory of the social endowment insurance system, and briefly introduces the research framework of the paper. The second chapter introduces the basic mode of urban old-age insurance system and the development of urban old-age insurance system in China. The third chapter is about the basic situation of the old-age insurance system in Tibet. The history and present situation of the old-age insurance in the cities and towns of Tibet are expounded, and the development context of the old-age insurance in Tibet is clarified. The fourth chapter is based on the empirical analysis of the level of urban old-age insurance in Tibet, using the appropriate level model of pension insurance to analyze the payment level of urban old-age insurance in Tibet, and put forward the corresponding problems. The fifth chapter is about the countermeasures and suggestions to perfect the old-age insurance system in Tibet. According to the analysis above, the corresponding solutions and suggestions are put forward, and suggestions for perfecting the endowment insurance system in cities and towns in Tibet are put forward.
