人寿保险投资养老社区开发模式研究

【摘要】：现阶段，我国老年人口增长速度已经远超过我国人口平均增长速度，人口老龄化所带来的养老问题已经成为我国目前亟需解决的问题。由于我国老龄化存在老年人口基数大、“未富先老”以及地区老龄化水平不均衡、城乡倒置等特点，因此仅仅依靠政府部门的资金投入是难以应对和解决我国目前的养老问题。随着经济社会发展，特别是人口老龄化程度的迅速提高，一对夫妇赡养四位老人的现象越来越多，尽管政府通过新建扩建养老服务设施、购买养老服务等多种措施来应对人口老龄化问题，仍无法弥补巨大的需求缺口，养老服务的总体供给情况仍难以满足社会实际需求。本文利用文献研究法、比较研究法和案例研究法，通过对国内外养老社区的研究现状进行分析，梳理了养老社区建设的相关理论，在对我国养老产业发展现状进行分析的基础上，借鉴英国、美国和日本在养老社区建设中的经验，提出了人寿保险投资养老社区的新型养老社区开发模式，并以合众人寿投资沈阳棋盘山为例，对该模式的投资运营主体、建设服务项目和内外管理体系进行了深入研究，，得到以下结论：首先，在投资运营主体方面，提出了以保险公司作为投资运营主体，通过人寿保险资金投资开发养老社区，从而有效解决了我国养老社区资金不足的问题。其次，在建设服务项目方面，提出了建立健康服务功能区、文化休闲功能区和养老服务功能区的服务项目建设，从而从老年人的生活、精神、健康、休闲等各方面全方位满足老年人的养老需求。再者，在内外管理体系方面，提出了以保险公司作为内部管理核心，加强内部管理；通过与政府和非营利组织加强沟通协作，来保障社区外部管理环境。本文的主要创新点是从投资运营主体、建设服务项目和内外管理体系三个方面提出了人寿保险投资养老社区的新型养老社区开发模式。
[Abstract]:At the present stage, the growth rate of the elderly population in our country has far exceeded the average growth rate of the population in our country. The problem of aging for the aged has become a problem that needs to be solved in our country at present. Due to the aging of our country, the aging has the characteristics of large population base, "getting old before getting rich", and the uneven aging level in the region, the inversion of urban and rural areas, and so on. Therefore, it is difficult to cope with and solve the current pension problem in China only by relying on government funds. With the economic and social development, especially with the rapid increase of the aging population, the phenomenon of a couple supporting four elderly people is becoming more and more frequent. Although the government can not make up for the huge demand gap through the new expansion of old-age service facilities and the purchase of pension services and other measures to cope with the aging of the population, the overall supply of pension services is still difficult to meet the actual social demand. This paper makes use of the literature research method, the comparative research method and the case study method, through the analysis to the domestic and foreign old-age community research present situation, combs the related theory of the pension community construction. Based on the analysis of the current situation of the development of the pension industry in China, and drawing on the experience of the United Kingdom, the United States and Japan in the construction of the pension community, this paper puts forward a new development model of the endowment community for life insurance investment in the pension community. Taking the investment of Shenyang Qipanshan as an example, this paper makes an in-depth study on the main body of investment and operation, construction service items and internal and external management system of this model, and obtains the following conclusions: first, in the aspect of investment and operation main body, Taking insurance company as the main body of investment and operation, this paper puts forward that the endowment community can be developed through life insurance funds, which can effectively solve the problem of the shortage of pension community funds in our country. Secondly, in the construction of service projects, This paper puts forward the establishment of health service function zone, culture leisure function area and pension service function area, so as to meet the aged people's needs for the aged from the aspects of life, spirit, health, leisure and so on. In terms of internal and external management system, insurance companies are proposed as the core of internal management to strengthen internal management, and strengthen communication and collaboration with governments and non-profit organizations. The main innovation of this paper is to put forward a new mode of development of life insurance investment pension community from three aspects: the main body of investment and operation, the construction of service items and the internal and external management system.
