农业保险发展中的政府与市场:一个分析框架

【摘要】：农业保险要健康稳定发展,需要政府承担引导、促进的责任。近年来我国政府出台了一系列农业保险支持政策,涵盖经济、立法和行政等各个方面,大力促进了农业保险的快速发展。但随着农业保险广泛深入开展,政府支持不到位或过度干预的现象时有发生。基于此,本文在评述我国农业保险支持政策的基础上,借鉴国外政府引导农业保险发展的成功经验,试图构建一个"政府引导、市场运作"的农业保险发展分析框架,界定政府与市场的行为边界,明确政府的作用范围,以便更好地发挥政策的引导、促进作用和市场的资源配置作用。应用这一分析框架,加强和改善政府引导农业保险发展,就应基于农业保险市场化取向,健全农业保险法律法规,完善财税支持政策,加强支持政策的协调性和执行力,鼓励农业保险公共服务组织的发展。
[Abstract]:The agricultural insurance to the healthy and stable development, the government needs to take the responsibility of guiding, promoting. In recent years, the Chinese government issued a series of supporting policies of agricultural insurance, covering economic, various legislative and administrative aspects, and vigorously promote the rapid development of agricultural insurance. Based on this, this article on China's agricultural insurance policy based on the experiences of foreign government to guide the development of agricultural insurance, trying to build a "government guidance and market operation" of the agricultural insurance development framework, the government and market behavior boundary, clear scope the government, in order to better play the role of resource allocation policy, and promote the market.
