建平县农业保险的问题与对策研究

【摘要】：建平县位于辽宁省西部,有着较大面积的耕地,其中种植业是当地农民的家庭收入的重要来源,但由于当地的自然资源和自然灾害的影响,尤其是在2014年,辽宁省遭遇了较大范围的旱灾后,制约了建平县农业产业的快速稳定发展。如何有效地减少农民的损失,在自然灾害之后还可以确保农村的稳定,本文经过认真深入的调查研究,并与建平县的实际情况相结合,认为大力发展农业保险的对其有着很深的现实意义。虽然建平县在农业保险方面取得了一些可喜的成绩,但依然有些问题有待解决。本文主要对建平县农业保险的现状进行了深入了解,并发现了一些问题,如农业保险险种不丰富,农民对农业保险的投保意识淡薄,保险主体缺乏农业风险再保险机制,缺乏合理有效的灾难储备系统等。经过比对日本,美国,菲律宾等国外先进农业保险的经验基础上,提出了相应的对策,如提高政府的支持,建立科学有效的风险分散机制,完善农业保险的市场环境,完善农业保险管理措施。本文分析了建平县农业保险的意义和作用,为建平县农业保险的发展寻找适合的对策,并为建平县农业保险的发展提供了指导思想和方向。希望本文能为建设建平县农业保险体系和农业保险的管理提供了理论上的支撑和方法论的参考。为发展建平县的农业保险模式提供理性思考框架,促进农业保险发展的理论探讨和实践。本文主要从五个章节分别对农业保险的研究内容和研究意义以及研究方法等做了说明,对农业保险以及相关概念和理论基础的做了阐述,对建平县农业保险的现状做了分析,着重对建平县农业保险的发展现状、存在的问题以及背后的原因进行了深入研究,并结合美国、日本、菲律宾的农业保险施行的先进经验,对建平县农业保险的发展进行了积极探索。
[Abstract]:Jianping County, located in the west of Liaoning Province, has a large area of cultivated land, in which planting is an important source of income for local farmers, but due to the impact of local natural resources and natural disasters, especially in 2014,Liaoning Province suffered a large range of drought, restricting the rapid and stable development of agricultural industry in Jianping County.How to effectively reduce the losses of farmers and ensure the stability of the countryside after natural disasters, this paper, after careful and in-depth investigation and research, and with the actual situation of Jianping County,It is believed that it is of great practical significance to develop agricultural insurance vigorously.Although Jianping County has made some gratifying achievements in agricultural insurance, there are still some problems to be solved.This article has carried on the thorough understanding to the present situation of the agricultural insurance of Jianping county, and has discovered some problems, such as the agricultural insurance insurance is not rich, the farmer's consciousness of the agricultural insurance is weak, the insurance body lacks the agricultural risk reinsurance mechanism.Lack of a reasonable and effective disaster reserve system, etc.On the basis of comparing the experiences of advanced agricultural insurance in Japan, the United States, the Philippines and other foreign countries, the paper puts forward corresponding countermeasures, such as raising government support, establishing a scientific and effective risk dispersal mechanism, and perfecting the market environment of agricultural insurance.We will improve management measures for agricultural insurance.This paper analyzes the significance and function of the agricultural insurance in Jianping County, finds suitable countermeasures for the development of the agricultural insurance in Jianping County, and provides the guiding ideology and direction for the development of the agricultural insurance in Jianping County.It is hoped that this paper can provide theoretical support and methodological reference for the construction of agricultural insurance system and management of agricultural insurance in Jianping County.This paper provides a rational thinking framework for the development of agricultural insurance model in Jianping County, and promotes the theoretical discussion and practice of agricultural insurance development.In this paper, the research content, significance and research methods of agricultural insurance are explained from five chapters, and the concept and theoretical basis of agricultural insurance are expounded, and the present situation of agricultural insurance in Jianping County is analyzed.Focusing on the development situation, existing problems and the reasons behind the agricultural insurance in Jianping County, and combining with the advanced experience of agricultural insurance in the United States, Japan and the Philippines,The development of agricultural insurance in Jianping County has been actively explored.
