【摘要】：新型农村社会养老保险作为中国社会保障制度的重要组成部份,在制度上实现了农村居民“老有所养”的历史突破。广州市作为国家中心城市之一,虽然在现代化进程中取得了巨大成绩,但不可忽视,严重的老龄化趋势及城乡二元结构矛盾的问题亦存在。C市作为广州市管辖的县级市,老龄化问题突显,农村居民占七成多,随着城镇化的发展,越来越多的村民失去了赖以生存的土地,加上计划生育的影响,土地养老和家庭养老功能趋于弱化,村民养老问题尤为突出。本文作者曾工作在推行新型农村社会养老保险的第一线,对于新型农村社会养老保险中存在的问题,认识比较清晰,对于解决问题的必要性及对策有一定的构想,这是完成本文的动力所在。在实践的基础上,为全面深刻了解全市的农村养老保险情况,设计了调查问卷,进行了分层抽样调查。通过实地访谈,了解了政策制定层面、执行层面、镇村干部及村民对新型农村社会养老保险推行过程中存在的看法、问题、建议等情况。通过文献研究,了解了本领域的国内外研究现状,有所侧重地重点研究了关系到新型农村社会养老保险可持续发展的若干问题,具体包括参保缴费的质量、养老待遇的确定与调整、养老基金的增值保值等。对广州市C市实施新型农村养老保险进行深入的调查研究,综合了所掌握的大量的第一手资料,对C市新型农村社会养老保险制度变迁情况进行了总结、对农村居民参保意愿、满意度、性别、参保档次、文化程度等情况进行了统计分析,对组织宣传、实施效果进行了评估,对财政支撑能力进行了测算。以村民历史缴费情况作佐证,深入挖掘数据背后问题的本质。就村民参保缴费、养老基金增值、被征地村民养老保险资金分配落实和等问题分析其原因并提出了对策。设计了农村社会养老保险待遇动态调整模型组,构建比较科学合理、可操作的动态调整机制。通过丰富、完整的个案研究,总结C市实施新型农村养老保险的经验与不足,有针对性地给予建议,应该能对其他地区提供较有价值的参考。
[Abstract]:As an important part of China's social security system, the new rural social old-age insurance has realized the historical breakthrough of "the security of the elderly" in the system.Guangzhou, as one of the national central cities, has made great achievements in the process of modernization, but it should not be ignored. The serious aging trend and the problems of the contradiction between urban and rural dual structure also exist in the city of .C as the county level city under the jurisdiction of Guangzhou.The aging problem highlights that rural residents account for more than 70% of the population. With the development of urbanization, more and more villagers have lost the land on which they depend for survival. With the influence of family planning, the function of land for the aged and the family for the aged tends to weaken.The problem of providing for the aged by villagers is particularly prominent.The author of this paper has been working on the first line of promoting the new rural social endowment insurance, and has a clear understanding of the problems existing in the new rural social old-age insurance, and has some ideas on the necessity of solving the problems and the countermeasures.This is the motive force that completes this article.On the basis of practice, in order to understand the rural old-age insurance in the whole city, a questionnaire was designed and a stratified sampling survey was carried out.Through field interviews, the author understands the level of policy making, the level of implementation, the views, problems and suggestions of town cadres and villagers on the implementation of the new rural social endowment insurance.Through the literature research, the author has understood the domestic and foreign research status in this field, and has emphatically studied several problems related to the sustainable development of the new rural social old-age insurance, including the quality of the insured contributions.The determination and adjustment of pension treatment, pension fund value preservation and so on.This paper makes an in-depth investigation and study on the implementation of the new rural old-age insurance in C city of Guangzhou, synthesizes a large number of first-hand information, summarizes the changes of the new rural social old-age insurance system in C city, and makes a summary of the willingness of the rural residents to participate in the insurance.The degree of satisfaction, gender, the level of participating in insurance, the level of education and so on are analyzed, the propaganda of the organization and the effect of implementation are evaluated, and the ability of financial support is measured.Take the villagers' historical payment as evidence to dig into the nature of the problem behind the data.This paper analyzes the reasons and puts forward some countermeasures on the problems of villagers' participation and payment of insurance, the increment of pension fund, the distribution and implementation of endowment insurance funds of villagers who have been expropriated from land, and so on.The dynamic adjustment model group of rural social old-age insurance is designed, and a more scientific, reasonable and operable dynamic adjustment mechanism is constructed.Through a rich and complete case study, this paper summarizes the experiences and shortcomings of implementing the new rural old-age insurance in C city, and gives some suggestions, which should provide valuable reference for other regions.
