中国保险资产管理市场化研究

【摘要】:近年来,我国保险产业发展迅速,保险市场逐步扩张,保险行业的影响力空前高涨,已成为人们日常生活不可或缺的金融行业之一。与此同时,保险竞争日益激烈,保险产品的盈利空间不断被压缩,保险公司的承保利润已经趋近于零。所以,越来越多的保险企业将盈利的目光放在了保险资产管理上。保险资产投资收益已经成为保险公司的主要利润来源,保险资产管理能力已经成为主宰保险公司发展的主要力量。 我国保险资产管理行业起步较晚,全国第一家保险资产管理公司—中国人保资产管理公司于2003年宣告成立。但是保险资产管理行业发展迅速,不到十年的时间在中国已经成立了15家保险资产管理公司。尽管如此,中国保险资产管理仍面临着许多问题:投资渠道狭窄,三分之一的保险资产仍以银行存款的形式存在;投资收益率低,专业的投资人才较为匮乏;风险管理和风险监控方面存在隐患,有待改进和提升;保险资产管理公司在股权结构、信息披露制度等方面暴露出较大问题。 保险资产管理市场化是解决我国保险资产管理问题的一把钥匙。市场化的方式可以拓宽保险资产投资渠道、吸引专业的保险投资人才、有效地利用投资组合降低投资风险增加投资收益、进一步解决保险资产管理公司存在的问题。目前,我国关于保险资产管理方面的监管仍较为严格,保险资产投资渠道和投资比例尚未开放和达到合理水平。随着保险资产管理市场化呼声的不断高涨,中国保监会也开始思考我国保险资产管理市场化的相关问题。本文重点探讨我国能否仿照发达国家推动保险资产管理市场化,应注意的有关问题以及市场化初期建议。 本文的第一章是保险资产管理市场化理论分析,主要介绍了保险资产管理市场化的基本理论,包括保险资产管理市场化投资渠道、保险资产管理市场化风险以及保险资产管理市场化模式。笔者在第二章和第三章分别介绍了中国保险资产管理现状和发达国家的经验借鉴,从对比的角度分析出我国保险资产管理的不足之处以及相关方面的经验借鉴。第四章和第五章是本文的核心。第四章从经济学和实证角度分析了我国保险资产管理市场化的可行性。第五章是中国保险资产管理市场化建议。笔者从保险监管机构和保险公司两个角度分别提出建议,希望有助于相关政策的提出和制定。
[Abstract]:In recent years, China's insurance industry has developed rapidly, the insurance market has gradually expanded, and the influence of insurance industry has never been higher, which has become one of the indispensable financial industries in people's daily life.At the same time, the insurance competition is increasingly fierce, the profit space of insurance products is being compressed continuously, the underwriting profit of insurance company has approached zero.Therefore, more and more insurance companies will profit on the management of insurance assets.The investment income of insurance assets has become the main profit source of insurance companies, and the management ability of insurance assets has become the main force dominating the development of insurance companies.China's insurance asset management industry started late, the first national insurance asset management company-China PICC Asset Management Company was established in 2003.But the insurance asset management industry is growing rapidly, with 15 insurance asset management companies established in China in less than a decade.Nevertheless, China's insurance asset management is still faced with many problems: narrow investment channels, 1/3 of the insurance assets still exist in the form of bank deposits, low investment yield, lack of professional investment personnel;There are hidden dangers in risk management and risk monitoring, which need to be improved and promoted. Insurance asset management companies have exposed large problems in equity structure, information disclosure system and so on.The marketization of insurance assets management is a key to solve the problem of insurance assets management in China.The market-oriented way can broaden the investment channel of insurance assets, attract professional insurance investment talents, effectively use the investment portfolio to reduce the investment risk and increase the investment income, and further solve the problems existing in the insurance asset management companies.At present, the supervision on the management of insurance assets in China is still relatively strict, and the investment channels and investment ratio of insurance assets have not yet been opened and reached a reasonable level.With the rising demand for marketization of insurance assets management, CIRC has also begun to think about the marketization of insurance assets management in China.This paper mainly discusses whether our country can imitate the developed countries to promote the marketization of insurance assets management, and some problems should be paid attention to as well as the initial suggestions of marketization.The first chapter is the analysis of the marketization theory of insurance asset management, which mainly introduces the basic theory of the marketization of insurance asset management, including the investment channel of insurance asset management marketization.Insurance asset management marketization risk and insurance asset management marketization model.In the second and third chapters, the author introduces the current situation of insurance asset management in China and the experience of developed countries, and analyzes the deficiency of insurance asset management in China and the relevant experience from the perspective of comparison.The fourth and fifth chapters are the core of this paper.Chapter four analyzes the feasibility of marketization of insurance assets management in China from the angle of economics and demonstration.The fifth chapter is the Chinese insurance asset management marketization suggestion.The author puts forward suggestions from the two angles of insurance regulators and insurance companies, hoping to contribute to the formulation of relevant policies.
