城乡基本养老保险关系转移接续路径研究

【摘要】：随着我国市场经济改革的不断深化,劳动力的流动日趋频繁。然而,在劳动力需要跨城乡进行区域流动的时候,由于制度壁垒的存在,其养老保险待遇存在遭受损失的风险,这无形中增加了劳动者的流动成本。因此,加快研究城乡养老保险关系转移接续政策,使劳动力在就业流动时,其养老保障权益得到保障,不至于受到损失,已经成为我国社会保障制度城乡统筹发展的重要课题。本文意在通过梳理相关文献,深入了解学界目前的研究状态,并分析其研究思路和提供的解决办法,吸收其研究经验；同时,采用调研问卷的方式,了解转移接续的需求。本文第一部分为导论部分,介绍本文的研究背景和研究意义,廓清文中所使用的相关概念,明确研究对象、研究方法以及研究的可能创新之处。第二部分为文献综述及理论研究,研究综述主要集中在城乡养老保险转移接续的必要性、障碍性因素以及转移接续路径研究；采用社会公平理论和公共服务均等化理论作为研究的理论依据。第三部分梳理城乡养老保险关系转移接续的历史发展脉络,并分析政策存在的瑕疵和由此导致的现实问题。第四部分是介绍国内外典型模式,为接下来转移思路的提出做好铺垫。第五部分是介绍转移接续路径并提出政策建议。第六部分为本文的结论与不足。
[Abstract]:With the deepening of market economy reform in our country, the flow of labor force is becoming more and more frequent.However, when the labor force needs to flow across urban and rural areas, because of the existence of institutional barriers, the pension insurance has the risk of loss, which virtually increases the cost of labor flow.Therefore, speeding up the study of the policy of transferring the relationship between urban and rural old-age insurance, so that the labor force in the employment flow, their pension security rights and interests are guaranteed, not to suffer losses, has become an important issue of the overall development of the social security system in urban and rural areas.The purpose of this paper is to understand the current status of academic research through combing relevant literature, and to analyze its research ideas and solutions, to absorb its research experience; at the same time, to use questionnaires to understand the needs of transfer.The first part of this paper is the introduction part, which introduces the research background and significance of this paper, clarifies the related concepts used in the paper, clarifies the research object, research methods and possible innovations of the research.The second part is literature review and theoretical research. The research review mainly focuses on the necessity of urban and rural old-age insurance transfer, obstacle factors and the path of transfer;The social equity theory and the public service equalization theory are adopted as the theoretical basis of the research.The third part combs the historical development of the relationship between urban and rural old-age insurance, and analyzes the shortcomings of the policy and the resulting practical problems.The fourth part is to introduce the typical models at home and abroad, and pave the way for the next transfer of ideas.The fifth part is to introduce the transfer path and put forward policy recommendations.The sixth part is the conclusion and deficiency of this paper.
