军工科研事业单位养老保险制度改革问题研究

【摘要】:随着事业单位分类改革的推进,各个面临分类改革的军工科研事业单位已经将事业单位养老保险制度改革提上日程。事业单位作为我国各类社会组织机构的重要组成部分,其范围之广、涉及员工之多,都决定了事业单位养老保险制度改革不仅牵扯到事业单位员工的切身利益,也对国家实施分类改革的初衷—减轻各级政府财政预算压力的要求而息息相关。同时,军工科研事业单位养老保险制度改革也关系到我国社会保险制度的深化改革及可持续发展。 在事业单位分类改革的过程中,由于相应的法律法规不完善、各地区各单位制度不统一、转制统筹程度比较低、转制预算没有依据、成本巨大等事业单位分类改革的问题层出不穷,这些问题的出现一方面影响了我国事业单位分类改革进程,另一方面也影响了军工科研事业单位养老保险制度改革的顺利推进。针对上述问题,本文通过对现有事业单位分类改革资料进行分析,收集改制相关数据,进行数据对比分析,并结合定量定性分析,对我国事业单位养老保险制度改革及改革中所出现的问题进行进一步探讨,并以北京市某军工事业单位为例,对军工科研院所在事业单位分类改革背景下的养老保险制度改革提出了一些建议。 本文第一部分主要对研究背景、研究意义、研究方法和理论创新与不足进行了阐述。第二部分对我国事业单位的类型及其基本特征进行了介绍,并对现存的事业单位养老保险制度进行了阐述。第三部分将中国事业单位养老保险制度的发展历程分为了五个阶段进行陈述,深入了解我国事业单位养老保险制度的产生、沿袭及变革情况。第四部分,以国内外公职人员养老保险制度改革为例,比较得出国内外公职人员养老保险制度改革的对比情况,并对我国事业单位分类改革五大试点城市的养老保险制度改革情况进行阐述。第五部分结合北京市某军工科研院(CAAA)为例,对军工科研事业单位现行养老保险制度的缺陷与不足进行探讨,对北京市某军工科研院养老保险制度改革提出了相关建议,并对改革方案进行简要概括,对养老保险制度改革的实施保障进行了简要介绍。
[Abstract]:With the promotion of classification reform of institutions, the reform of pension insurance system of institutions has been put on the agenda by the military scientific research institutions facing the classification reform.As an important part of all kinds of social organizations in our country, the wide range of institutions and the number of employees determine that the reform of pension insurance system in institutions not only involves the vital interests of employees in institutions,It is also closely related to the state's original intention of implementing classification reform-to alleviate the pressure on government budgets at all levels.At the same time, the reform of endowment insurance system in military scientific research institutions is also related to the deepening reform and sustainable development of social insurance system in China.In the course of the reform of the classification of public institutions, due to the imperfections of the corresponding laws and regulations, the various units and systems in various regions are not unified, the degree of overall planning for the transformation of institutions is relatively low, and there is no basis for the budget for the transformation.The problems of classification reform of institutions, such as huge cost, emerge in endlessly. On the one hand, these problems affect the process of classification reform of institutions in our country, on the other hand, they also affect the smooth progress of the reform of pension insurance system of military scientific research institutions.In view of the above problems, this paper analyzes the classification and reform data of the existing institutions, collects the relevant data, makes a comparative analysis of the data, and combines the quantitative and qualitative analysis.This paper further discusses the problems in the reform of the pension insurance system in China's institutions, and takes a military industrial institution in Beijing as an example.This paper puts forward some suggestions on the reform of endowment insurance system in the background of the reform of the classification of institutions in the research institutes of military industry.The first part of this paper mainly describes the research background, research significance, research methods and theoretical innovation and deficiencies.The second part introduces the types and basic characteristics of Chinese institutions, and expounds the existing pension insurance system of institutions.In the third part, the development course of the endowment insurance system of China's institutions is divided into five stages to make a statement, to understand the emergence, succession and reform of the pension insurance system of the institutions in China.The fourth part, taking the reform of the endowment insurance system of the public servants at home and abroad as an example, compares and draws the contrast of the reform of the pension insurance system of the public officials at home and abroad.The paper also expounds the reform of endowment insurance system in five pilot cities of classified reform of institutions in our country.The fifth part discusses the defects and shortcomings of the current old-age insurance system of a military scientific research institution in Beijing, and puts forward some relevant suggestions for the reform of the pension insurance system of a military research institute in Beijing.The reform scheme is briefly summarized, and the implementation of the pension insurance system is briefly introduced.
