老龄化背景下推进养老保障供给侧结构性改革的思路

【摘要】：人口老龄化已经成为了伴随我国现代化进程的最根本国情,"十三五"时期又是我国应对人口老龄化的关键机遇期。人口年龄结构变动使养老保障制度面临保障需求与制度供给失衡问题。"十三五"时期要按照人口年龄结构变动的需求和约束条件加快推进养老保障供给侧结构性改革,完善养老保障制度顶层设计,改革不适应人口形势转变的关键环节和重点领域,防范制度运行风险,健全可持续发展机制,注重改革风险化解,为应对老龄化筑牢织密社会托底安全网。
[Abstract]:The aging of population has become the most fundamental national condition with the process of modernization of our country, and the period of the 13th Five-Year Plan is the key opportunity period for our country to deal with the aging of population. Changes in the age structure of the population make the old-age security system face the imbalance between the demand for security and the supply of the system. " During the 13th Five-Year Plan period, it is necessary to speed up the structural reform of the supply side of old-age security in accordance with the changing needs and constraints of the age structure of the population, improve the top-level design of the old-age security system, and reform the key links and key areas that do not adapt to the changing population situation. We should guard against the operational risks of institutions, perfect the mechanism of sustainable development, pay attention to the solution of reform risks, and build a tight social safety net to cope with the aging of the population.
