“捆绑制”的文化研判:基于文化适应论观点的分析

【摘要】：在文化适应论的理论视域中,"捆绑制"是中国传统的乡土思维方式在社会保障领域的呈现,是现代社会保障制度适应于乡村文化情境的产物。作为一种致力于提高政策执行效率的策略,"捆绑制"虽然能够即时性地提高"新农保"的参保率,但却无益于乡村社会的养老文化由家庭保障向社会保障的理念转型。
[Abstract]:In the theoretical field of cultural adaptation, "bundling" is the appearance of Chinese traditional local thinking mode in the field of social security, and it is the product of modern social security system adapted to the rural cultural situation. As a strategy dedicated to improving the efficiency of policy implementation, the "bundling system" can instantly increase the rate of participating in "New Rural Insurance", but it does not benefit the transformation of the old-age culture in rural society from family security to social security.
