山西省外来务工人员养老保险问题研究

【摘要】:随着我国人口老龄化的冲击,大量外来务工人员正面临严峻的养老问题,参保积极性不高,退保率居高不下。这个问题如果处理不当,不仅无法保障外来务工人员的老年生活,还有可能会成为影响经济运行、社会安定乃至城市化进程的严重隐患。长期以来,山西省在其外来务工人员的养老保险方面做出了积极、有效的探索,将有稳定工作的外来务工人员的养老保险从原来的一个企业两种保险转变为统一的城镇职工养老保险转变,部分地区还为流动性较大的外来务工人员提供可自由选择的养老保险方式。但是由于养老保险制度不完善,户籍制度的制约,长期缺乏统一的劳动力市场,全国统一的养老保险转移接续政策滞后,外来务工人员的参保率依然很低,养老保障工作面临着新的要求和挑战。 本文主要是研究在城乡统筹视角下,从社会排斥和社会融合理论以及风险社会理论等理论基础出发,,分析山西省外来务工人员养老保险的参保现状及其分层、分类特点,并利用比较分析、实证分析等方法探究其中存在的问题及其原因,然后从制度、政府、企业等多方面研究完善措施,满足不同特点外来务工人员的不同养老需求,为山西省建立和完善外来务工人员养老保险制度提供一定的理论研究。 经过调查研究,本文总结出要解决山西省外来务工人员养老保险目前存在的问题,须做到制度先行、立法先行,并将政府、企业、外来务工人员等多方利益主体有机结合起来,统一认识,建立利益共享机制。但是由于笔者可利用资源和理论水平有限,不可能提出全面的完善措施,本文旨在为山西省外来务工人员养老保险制度的进一步发展和完善提供了一些浅显的建议和思路。
[Abstract]:With the impact of the aging population, a large number of migrant workers are facing a severe pension problem, the enthusiasm to participate in insurance is not high, the rate of withdrawal is high. If this problem is not properly handled, it will not only fail to protect the old life of migrant workers, but also may become a serious hidden danger to the economic operation, social stability and even the process of urbanization. For a long time, Shanxi Province has actively and effectively explored the pension insurance of migrant workers. To change the old-age insurance for migrant workers with stable jobs from the original two types of insurance in one enterprise to the unified old-age insurance for urban workers. Some regions also provide more mobile migrant workers with optional pension insurance. However, due to the imperfections of the pension insurance system, the restriction of the household registration system, the lack of a unified labor market for a long time, the lag of the national unified policy on the transfer of old-age insurance, the rate of participation of migrant workers is still very low. Security for the aged is facing new requirements and challenges. Based on the theory of social exclusion and social integration and the theory of risk society, this paper mainly studies the status quo, stratification and classification of pension insurance for migrant workers in Shanxi Province from the perspective of urban and rural planning. And using comparative analysis, empirical analysis and other methods to explore the existing problems and their causes, and then from the system, government, enterprises and other aspects of research and improvement measures to meet the different characteristics of migrant workers' different needs for the aged. To establish and improve the pension insurance system for migrant workers in Shanxi Province to provide a certain theoretical study. Through investigation and study, this paper concludes that in order to solve the existing problems of pension insurance for migrant workers in Shanxi Province, we must put the system first, legislate first, and organically combine the government, enterprises, migrant workers and other multi-stakeholders. Unify understanding, establish benefit sharing mechanism. However, due to the limited resources and theoretical level of the author, it is impossible to put forward comprehensive improvement measures. The purpose of this paper is to provide some simple suggestions and ideas for the further development and improvement of the pension insurance system for migrant workers in Shanxi Province.
