新型农村社会养老保险的政策评价与完善对策研究

【摘要】：改革开放以来，，我国农村无论在经济结构、生活方式还是思想观念方面都发生了非常大的变化。城市化和人口老龄化的加快以及计划生育政策的落实都推动农村居民的生活方式等发生了深刻的变化，从而导致土地保障不足，家庭养老保障功能弱化等一系列问题，由此，我国农村传统的养老模式受到了挑战，社会化的养老问题亟待得到解决。2009年《国务院关于开展新型农村社会养老保险试点的指导意见》（新农保）出台并大范围在各地开展试点，新农保试点的基本原则是“保基本、广覆盖、有弹性、可持续”，目标是“探索建立个人缴费、集体补助、政府补贴相结合的新农保制度，实行社会统筹与个人账户相结合的统帐模式，与家庭养老、土地保障、社会救助等其他社会保障政策措施相配套，保障农村居民老年基本生活。但是新农保在具体的实施过程中出现了一系列的问题。本文从对现实层面的分析出发，发现现阶段，农村因为传统养老方式式微的原因萌发出了对农村社会化的养老保险的强烈需求，并肯定农户需求是农村社会养老保险政策制定的源动力。另一方面，本文发现在农村社会养老保险的供给方面，新农保出现以前一直是一片空白，但即使新农保制度的出现也没能够解决农村社会养老保险“供不应求”的问题。为了找出农村社会养老保险供需不均衡问题的解决对策，本文从农户的需求角度出发，在理论的基础上，首先从政策层面上肯定了新农保的制度创新、评估其实施绩效，同时掌握了新农保制度上存在的不足。然后，通过对四川省富顺县新农保试点工作的调研结果的分析，进一步分析了农户对农村社会养老保险的需求，并准确把握了农户对农村社会养老保险的需求的影响因素。最后，在前期研究的基础上本文提出了新型农村社会养老保险的完善对策。
[Abstract]:Since the reform and opening up, great changes have taken place in economic structure, life style and ideology in rural areas. The acceleration of urbanization and population aging, as well as the implementation of family planning policies, have led to profound changes in the way of life of rural residents, resulting in a series of problems, such as inadequate land security and the weakening of the function of family pension security. The traditional mode of providing for the aged in rural areas in China has been challenged, and the problem of socialized old-age pension needs to be solved urgently. In 2009, the State Council's guiding opinion on the pilot of the New Rural Social Old-age Insurance (New Rural Insurance) was introduced and the pilot projects were carried out in various places on a large scale. The basic principles of the new rural insurance pilot are "basic protection, broad coverage, flexibility and sustainability." the goal is to "explore the establishment of a new rural insurance system that combines individual contributions, collective subsidies, and government subsidies." The system of social balance and personal account should be combined with other social security policies, such as family pension, land security, social assistance and so on, so as to ensure the basic life of the old people in rural areas. However, a series of problems appeared in the concrete implementation process of the new rural insurance. Based on the analysis of the reality, this paper finds that, at this stage, the rural areas have a strong demand for socialized old-age insurance in rural areas because of the decline of the traditional old-age system. And affirms the peasant household demand is the rural society endowment insurance policy the source motive force. On the other hand, this paper finds that the supply of rural social old-age insurance has been a blank before the emergence of new rural insurance, but even the emergence of the new rural insurance system can not solve the problem of rural social endowment insurance "shortage of supply". In order to find out the solutions to the imbalance between supply and demand of rural social old-age insurance, this paper starts from the demand of farmers, on the basis of theory, firstly affirms the institutional innovation of new rural insurance from the policy level, and evaluates its implementation performance. At the same time, it grasps the shortcomings of the new rural insurance system. Then, through the analysis of the research results of the pilot work of new rural insurance in Fushun County, Sichuan Province, this paper further analyzes the rural households' demand for rural social old-age insurance, and accurately grasps the influencing factors of farmers' demand for rural social old-age insurance. Finally, on the basis of the previous research, this paper puts forward the perfect countermeasures of the new rural social endowment insurance.
