张家港市城乡一体化养老保险研究

【摘要】：江苏省张家港市作为长江三角洲地区现代化程度较高的城市,依托其经济发展水平,在社会养老保险方面一直走在全国的先列。自2009年起,张家港在全国范围内试点实行城乡一体化的养老保险模式,通过三年间相关政策的引导,张家港于2011年11月成功实现全市范围内养老保险的一体化。张家港在社会养老保险取得了骄人的成绩。因此,研究张家港农保并轨城保的政策以及城乡一体化养老保险的模式,不仅可以加快张家港城乡一体化进程,还有利于江苏乃至全国范围内实现一体化养老保险模式提供理论依据。本文从介绍选题的背景和选题的意义入手,通过鉴定社会保障的相关概念,以及在论述养老保险相关方面的理论的基础上,介绍了张家港城镇职工养老保险的发展历程,以及张家港农村养老保险的发展历程。并对张家港农保并轨城保的具体措施做出了详细解析。同时,本文通过相关数据详细的分析指出张家港养老保险存在的问题以及产生原因。最后,笔者在以上研究的基础上,指出了张家港一体化养老保险的完善办法,以及一些可行性的政策、建议,希望为在全国范围内实现城乡一体化的养老保险模式提供一些思路以及方法。
[Abstract]:Zhangjiagang City of Jiangsu Province, as a city with a high degree of modernization in the Yangtze River Delta, has been listed first in the whole country in terms of social endowment insurance, depending on its level of economic development. Since 2009, Zhangjiagang has implemented the urban and rural integrated old-age insurance model on a nationwide pilot basis. Through the guidance of related policies for three years, Zhangjiagang successfully realized the integration of old-age insurance in the whole city in November 2011. Zhangjiagang in the social endowment insurance has made remarkable achievements. Therefore, the study of the policy of rural insurance and urban insurance in Zhangjiagang and the mode of urban and rural integrated old-age insurance can not only speed up the process of urban and rural integration in Zhangjiagang. It is also beneficial to Jiangsu and even the whole country to provide theoretical basis for realizing the integrated old-age insurance model. This paper introduces the background of the topic and the significance of the topic, through the appraisal of social security related concepts, as well as on the basis of discussing the related aspects of pension insurance theory, introduces the development of Zhangjiagang urban staff pension insurance. And Zhangjiagang rural endowment insurance development process. And Zhangjiagang rural insurance and urban protection of the specific measures to make a detailed analysis. At the same time, this paper points out the problems and causes of Zhangjiagang pension insurance through the detailed analysis of relevant data. Finally, on the basis of the above research, the author points out the perfect method of Zhangjiagang integrated old-age insurance, as well as some feasible policies and suggestions. This paper hopes to provide some ideas and methods for the realization of urban-rural integration in the national pension insurance model.
