新农合经办服务市场化过程中的政府行为研究

【摘要】:当前我国正处于经济转型时期,各种社会矛盾日益显现,农民、农村问题成为现代化建设中必须要解决的问题。要实现中国梦,提高农民医疗卫生保障水平尤为重要。在中央政府明确提出实现中华民族伟大复兴,推进政府职能转型的背景下,本文对新农合经办服务市场化过程中政府行为的研究具有重要的现实意义。 本文从新农合经办服务市场化研究入手,通过实地调查、访谈等方法,阐述了政府推行新农合经办服务市场化过程中出现的问题和障碍,分别从宏观环境、微观条件对推行新农合经办服务市场化的原因进行了剖析,提出委托商业保险机构经办新农合服务是未来的发展趋势,能够实现管办分离、节约成本、提高服务质量;通过对新农合经办服务市场化的现状分析,来全面了解政府在推动新农合经办服务市场化过程中的行为,并根据目前政府职能转型的发展趋势,为促进新农合经办服务市场化的健康发展,从建立健全相关法规制度、优化外部环境、改善政府行为等方面提出了相应的对策建议。 本文共包括五部分的内容:第一部分主要描述了新农合经办服务市场化的内涵、选题的意义、研究方法和研究思路以及可能的创新点。第二部分主要描述了我国新农合经办服务的现状,当前新农合经办服务包括政府经办和委托商业保险公司经办两种模式,文中比较了两种模式的优势和弊端,讲述了政府推行新农合经办服务市场化的动因。第三部分介绍了新农合经办服务市场化过程中的政府职能,包括制定新农合政策、宣传新农合制度并发动广大农民群众自愿参合、监督管理商业保险机构和定点医疗机构以及经营管理新农合基金。第四部分探讨了政府在新农合经办服务市场化过程中面临的障碍和问题,主要包括历史和社会环境的影响,经济利益方面的影响、市场化的风险等。第五部分立足于促进新农合经办服务市场化健康发展的角度,提出了化解新农合经办服务市场化过程中存在问题的若干建议,如完善相关制度、改善政府行为、优化外部环境等,为各地化解新农合市场化过程中存在的障碍提供了参考和借鉴。
[Abstract]:At present, our country is in the economic transition period, each kind of social contradiction appears day by day, the farmer, the countryside question must be solved in the modernization construction. To achieve Chinese Dream, it is particularly important to improve the level of medical and health security for farmers. In the context of the central government's clear proposal to realize the great rejuvenation of the Chinese nation and promote the transformation of government functions, this paper has an important practical significance for the study of government behavior in the process of marketization of the services provided by the NCMS. This paper starts with the research on the marketization of NCMS service, through field investigation, interview and other methods, expounds the problems and obstacles in the process of government implementing NRCA service marketization, respectively from the macro environment. The microcosmic conditions analyze the reasons for the marketization of NCMS services, and propose that entrusting commercial insurance institutions to run NCMS services is the development trend in the future, which can realize the separation of management, save costs and improve service quality. Through the analysis of the current situation of the service marketization of the New Rural Cooperative Cooperation Office, we can fully understand the government's behavior in the process of promoting the marketization of the new rural cooperative cooperation office services, and according to the development trend of the transformation of the government functions at present, In order to promote the healthy development of the service marketization of NCMS, this paper puts forward the corresponding countermeasures and suggestions from the aspects of establishing and perfecting the relevant laws and regulations, optimizing the external environment and improving the government's behavior. This paper consists of five parts: the first part mainly describes the connotation of the new rural cooperative agency service marketization, the significance of the topic, research methods, research ideas and possible innovations. The second part mainly describes the current situation of the new rural cooperative agency service in China. At present, the new rural cooperative agency service includes two modes: the government administration and the commissioned commercial insurance company. The paper compares the advantages and disadvantages of the two models. Narrates the government to carry out the new agricultural cooperative agency service marketization motive. The third part introduces the government functions in the process of marketization, including formulating the new rural cooperative policy, publicizing the new agricultural cooperation system and mobilizing the broad masses of farmers to participate in the cooperation voluntarily. Supervision and administration of commercial insurance institutions and designated medical institutions, as well as management of new rural cooperative funds. The fourth part discusses the obstacles and problems that the government faces in the process of marketization of NCMS services, including the impact of historical and social environment, the impact of economic interests, the risks of marketization and so on. The fifth part is based on the perspective of promoting the healthy development of NCMS service marketization, and puts forward some suggestions to solve the problems in the process of NCMS service marketization, such as perfecting the relevant system and improving the government behavior. The optimization of external environment provides a reference for all regions to resolve the obstacles in the process of new agricultural cooperation marketization.
