【摘要】：伴随国民经济改革开放30年来的迅猛发展，中国的社会医疗保险事业实现了跨越式的发展，，取得的成绩举世瞩目。但是统筹水平低、城乡二元分割、制度设计先天不足等问题已经严重影响了基本医疗保险制度的健康和可持续发展，甚至进一步加深了区域、城乡间社会经济发展不均衡的问题。基于对上述问题的清醒认识，统筹城乡医疗保险制度成为当务之急并被提上了政府的议事日程。统筹城乡医疗保险，可以显著提高医疗保险的保障水平，推动医疗保险制度健康发展，同时也是当今中国建立完善的社会保障制度体系的客观需要。统筹城乡医疗保险制度可以提高政府在社会保障领域的转移支付水平，弥补城乡、区域间的经济发展鸿沟，促进社会经济全面、协调、可持续发展，特别是对农村人口、弱势群体在公平地享受社会保障福利上起到巨大的推动作用。统筹城乡医疗保险制度工作要融入到发展和完善中国社会保障体系的建设中去，在广泛吸收国内外成功的理论成果和实践经验的基础上，以中国经济社会发展的现实国情为落脚点，谋篇布局，统筹协调，全盘考量，逐步改进，提升基本医疗保险统筹层次，优化基本医疗保险服务质量。论文以统筹城乡医疗保险制度的背景和意义为切入点，首先阐述并分析了社会保障、社会保险、城乡二元经济结构、城乡基本医疗保险一体化等概念，为文章打下了理论基础。其次概括介绍了中国城乡基本医疗保险的发展现状，并对存在的问题做了深入剖析，认为这些问题影响中国社会经济健康可持续发展，损害城乡公民平等享有医疗保障的权利。再次通过实证分析，以一个医保工作者的视角总结了广州在统筹城乡医疗保险过程中取得的宝贵经验，并借助数据分析提出值得中国现行统筹城乡医疗保险工作加以借鉴的地方。最后根据以上分析，为加快推进广州市统筹城乡医疗保险制度提出相应的目标和对策。其中，对于目标的实现是分阶段的，从统筹工作的进展与要求将其分为短期目标、中期目标和长期目标；对策上从完善法制建设、加强统筹管理、提升统筹质量、提高服务水平等方面展开阐述，力求稳步推进医疗保险城乡统筹工作。
[Abstract]:With the rapid development of national economy reform and opening up in the past 30 years, China's social medical insurance industry has achieved a leapfrog development, and the achievements have attracted worldwide attention. However, the low level of overall planning, the dual division of urban and rural areas, and the inherent deficiencies in the design of the system have seriously affected the health and sustainable development of the basic medical insurance system, and even further deepened the region. The problem of uneven social and economic development between urban and rural areas. Based on the sobering understanding of the above problems, coordinating the urban and rural medical insurance system has become a top priority and has been put on the government's agenda. Coordinating urban and rural medical insurance can significantly improve the level of medical insurance, promote the healthy development of medical insurance system, but also is the objective need of establishing a perfect social security system in China. As a whole, the urban and rural medical insurance system can improve the level of government transfer payments in the field of social security, make up the gap in economic development between urban and rural areas, and promote comprehensive, coordinated and sustainable development of the social economy, especially for the rural population. Vulnerable groups play a huge role in the fair enjoyment of social security benefits. As a whole, the urban and rural medical insurance system should be integrated into the development and improvement of China's social security system, and on the basis of extensive absorption of successful theoretical achievements and practical experience at home and abroad, Taking the reality of China's economic and social development as its foothold, it is necessary to seek for a general layout, overall coordination, overall consideration, gradual improvement, promotion of the overall level of basic medical insurance, and optimization of the quality of basic medical insurance services. Based on the background and significance of urban and rural medical insurance system, this paper firstly expounds and analyzes the concepts of social security, social insurance, urban-rural dual economic structure, and the integration of urban and rural basic medical insurance, which lays a theoretical foundation for the article. Secondly, it introduces the development status of basic medical insurance in urban and rural areas in China, and analyzes the existing problems deeply, and thinks that these problems affect the healthy and sustainable development of social economy in China and impair the equal right of citizens in urban and rural areas to enjoy medical security. Thirdly, through empirical analysis, this paper summarizes the valuable experience of Guangzhou in the process of coordinating urban and rural medical insurance from the perspective of a medical insurance worker. With the help of data analysis, the author points out that the current urban and rural medical insurance in China should be used for reference. Finally, according to the above analysis, the paper puts forward corresponding objectives and countermeasures to accelerate the urban and rural medical insurance system in Guangzhou. Among them, the realization of the goal is phased, according to the progress and requirements of the overall work, it can be divided into short-term goal, medium-term goal and long-term goal, improve the legal system construction, strengthen the overall management, improve the overall planning quality, Improve the level of services and other aspects of the elaboration, and strive to steadily promote medical insurance urban and rural coordination work.
