我国养老金管理存在的主要问题研究

【摘要】：近几年，由于美国经济危机和欧债危机的爆发，全球经济增长已大幅减速，对发展中国家造成不利影响。在经济危机的压力之下，个人收入两极分化的鸿沟逐渐被犁深，社会隐含的各种矛盾加剧的背景下，养老金管理的完善与改革成为最引人关注的国计民生问题，也是国内外学术研究的热点。学者们从不同学科，不同视角所做的研究数量较大，质量也比较高，但我国养老金管理中的一些方向性问题仍然没有得到解决。就养老金的改革而言，历史留给我们的时间非常有限，养老金管理领域的改革需要决策层的决心和勇气。本文围绕我国老龄化程度日益加速的背景，尝试采用比较分析、例证分析和数据分析等方法，在分析我国当前养老金管理存在的问题的基础上，为其改革提供了新的思路和建议。本文的第一部分主要介绍文章的选题背景和研究意义，并对国内外研究进行综述，指出本文采用的研究方法以及创新点。第二部分，即本文第二章，介绍了研究养老金管理问题的理论基础。该部分界定了养老金的概念，并诠释了养老金管理的一般理论。第三部分，即本文第三章至第六章，是本文的主体部分。第三章介绍了我国养老金管理的发展历程，并从三个方面详细分析了我国养老金管理存在的问题及其产生原因。第四章，介绍了养老金管理的国际经验。本章在总结美国、智利等国家养老金管理改革历程的基础上，总结出可供我国养老金管理可借鉴的经验和启示。第五章，梳理相关理论，分析、借鉴已有研究成果的基础上，从历史背景和现实条件出发,针对目前中国养老金管理存在的问题行全面分析，并结合第五章的国际经验，分别展开探讨并提出解决对策，最终形成一个整体的改革思路。第六章为文章的总结部分，提出了今后养老金管理研究应该关注的问题。
[Abstract]:Global economic growth has slowed sharply in recent years as a result of the U.S. economic crisis and the European debt crisis, adversely affecting developing countries. Under the pressure of the economic crisis, the gap between the polarization of personal income is gradually deep, the social hidden contradictions intensified, the improvement and reform of pension management has become the most attractive issues of the national economy and people's livelihood. Also is the domestic and foreign academic research hot spot. Scholars from different disciplines and different angles of view do a large amount of research and high quality, but some directional problems in pension management in China have not been solved. As far as pension reform is concerned, history leaves us with very limited time. The reform of pension management requires the determination and courage of decision makers. This paper attempts to use the methods of comparative analysis, illustration analysis and data analysis to analyze the problems existing in the current pension management in China, focusing on the background of the accelerating aging degree in China, and tries to use the methods of comparative analysis, case study and data analysis. It provides new ideas and suggestions for its reform. The first part of this paper mainly introduces the background and significance of the research, and summarizes the research at home and abroad, and points out the research methods and innovations adopted in this paper. The second part, the second chapter, introduces the theoretical basis of pension management. This part defines the concept of pension and explains the general theory of pension management. The third part, that is, the third to sixth chapters, is the main part of this paper. The third chapter introduces the development of pension management in China, and analyzes the problems and causes of pension management in China from three aspects. Chapter four introduces the international experience of pension management. On the basis of summing up the reform course of pension management in America and Chile, this chapter sums up the experience and enlightenment that can be used for reference in pension management in China. The fifth chapter, combing the relevant theories, analyzing, drawing on the existing research results, proceeding from the historical background and realistic conditions, aiming at the existing problems of pension management in China, and combining the international experience of the fifth chapter. Discuss separately and put forward the solution countermeasure, form a whole reform train of thought finally. The sixth chapter is the summary of the article, and puts forward the problems that should be paid attention to in the future research of pension management.
