农民工养老保险模式探究

【摘要】：在我国经济发展过程中，农民工付出了艰苦卓绝的劳动，本文通过文献分析和实地调查，并对当前国内进行实践的农民工养老保险模式进行对比，站在农民工群体的角度去了解他们的需求，希望对中国下一步农民工养老保险模式的改革和完善提出一些建议，以对农民工的养老保险制度模式进行构建。建设适合于农民工群体的养老保险制度关乎到经济建设的总局。而在制度设计过程中，也要坚持一下原则：1.要坚持融入城市的原则，2.要坚持政府主导，企业配合的原则，3.要坚持保障农民工合法利益的原则，4.要坚持养老保险关系可转移接续的原则，5.要坚持群体分类和循序渐进的原则，6.坚持信息化、网络化的发展方向。农民工养老保险能够无缝接入城镇普通居民养老保险是未来的发展方向；进行宏观立法建设，在立法过程中要从分总结地方政策的经验与教训，农民工养老保险制度既要城乡接轨，也要能地区转移接续，在制度层面保证全国统筹；在农民工融入城镇的问题上，要充分考虑不同农民工的需求，并将他们进行分类，循序渐进的推进农民工向城市的融合；推动养老保险网络平台的建设，为农民工流动所产生的养老保险关系转移接续需求创造物质条件，确保养老保险关系在地区间能够顺利转移；对于基金的筹集，一方面要确保农民工与城镇居民的权益平等，另一方面也要考虑到农民工的收入水平，同时要保证标准能够随着经济发展水平而与时俱进；养老基金管理上提高统筹层次，政府对于养老基金不仅要承担管理运营的责任；更要强化对基金的财政支持，在待遇给付方面要确保对农民工基本生活提供足够保障。本文特别强调政府在建立完善农民工养老保险中的地位与作用。在农民工养老保险模式设计上，本文站在农民工的角度，以农民工的需求为出发点，以政府责任为落脚点，对农民工养老保险制度模式的设计提出了一些具体建议，，力求制度真正符合农民工的特点。本文真正突出了农民工养老保险的专项研究，而不是农民工社会保障的笼统概括；在模式探究上既与城镇社会养老保险和农村社会养老保险相衔接，又突出了农民工养老保险的特色。
[Abstract]:In the process of economic development of our country, migrant workers have paid hard work. This paper, through literature analysis and field investigation, compares the current pattern of rural migrant workers' old-age insurance, which has been practiced in China. From the perspective of migrant workers to understand their needs, I hope to put forward some suggestions on the reform and improvement of the pension insurance model for migrant workers in the next step in China. To construct the old-age insurance system model for migrant workers, the construction of pension insurance system suitable for migrant workers is related to the general administration of economic construction. And in the design of the system, we should stick to the principle of: 1. We must adhere to the principle of integration into the city. It is necessary to adhere to the principle of government-led and enterprise-oriented cooperation. We should adhere to the principle of safeguarding the legitimate interests of migrant workers. We should adhere to the principle that pension insurance relationships can be transferred. We should adhere to the principle of group classification and gradual progress. Adhere to the development direction of information and networking. The pension insurance of migrant workers can seamlessly connect with the old-age insurance of ordinary urban residents is the future development direction; carry out macro-legislative construction, In the legislative process, we should sum up the experiences and lessons of local policies. The old-age insurance system for migrant workers should not only be connected with urban and rural areas, but also be able to be transferred from one area to another, so as to ensure the overall planning of the whole country at the system level; on the issue of migrant workers' integration into cities and towns, We should fully consider the needs of different migrant workers, and classify them to promote the integration of migrant workers into cities step by step; and promote the construction of the network platform of old-age insurance. To create material conditions for the transfer of pension insurance relationship between migrant workers and ensure the smooth transfer of pension insurance relationship between regions; to raise funds, on the one hand, to ensure the equal rights and interests of migrant workers and urban residents. On the other hand, we should also consider the income level of migrant workers, and ensure that the standard can keep pace with the level of economic development, pension fund management to improve the overall level, the government should not only assume the responsibility of the management of pension funds; It is necessary to strengthen the financial support to the fund and ensure adequate protection for the basic living of migrant workers in the aspect of treatment and payment. This paper especially emphasizes the position and role of the government in establishing and perfecting the pension insurance for migrant workers. In the design of migrant workers' old-age insurance model, this paper puts forward some concrete suggestions on the design of migrant workers' old-age insurance system model, taking the demand of migrant workers as the starting point and the government's responsibility as the foothold point. Try to make the system truly accord with the characteristics of migrant workers. This paper really highlights the special research on the pension insurance of migrant workers, rather than a general summary of the social security of migrant workers; In the exploration of mode, it not only links up with urban social endowment insurance and rural social old-age insurance, but also highlights the characteristics of peasant workers' endowment insurance.
