吉林省新型农村合作医疗制度改革研究

【摘要】：新型农村合作医疗制度改革是一项民生工程，它对于完善农村医疗保障体系，提高广大农民群众的医疗水平与健康水平有着积极的作用，同时对促进农村发展，统筹城乡发展以及构建和谐社会也有着重大意义。农民群众拥有着艰苦朴素、勤劳节俭的优秀品质，他们为我国社会、经济的发展做出了巨大贡献，但是其生活与健康状况却令人担忧。吉林省是农业大省，农业人口数量众多，农村合作医疗制度的建设问题也比较突出。经过多年努力，我省的新农合试点范围不断扩大，各级农村医疗卫生机构的服务条件有所改善，投保农民的受益水平也有了很大提高，广大农民群众的投保积极性不断增强。但是，，我省的新农合建设仍然存在着一定的问题，比如农民群众对于新农合的认识不够；政府对于新农合宣传的力度有待加强；医疗机构服务不到位等等，还需要我们以马克思主义基本原理为指导，立足于省情，不断推进新农合改革的进程。本文以马克思主义理论为根据，立足于吉林省新型农村合作医疗制度改革的现状，分析了吉林省新型农村合作医疗现状存在的问题、产生原因以及国外农村医疗保障制度给我们的启示，并从四个方面，就如何完善吉林省新型农村合作医疗制度，提出了若干建议，以期为我国的新型农村合作医疗制度改革提供一些借鉴。
[Abstract]:The reform of the new rural cooperative medical system is a livelihood project. It plays a positive role in perfecting the rural medical security system, improving the medical and health level of the broad masses of peasants, and promoting rural development. It is also of great significance to coordinate urban and rural development and to build a harmonious society. The peasants have the excellent qualities of hard work and frugality. They have made great contributions to the development of our society and economy, but their living and health are worrying. Jilin Province is a large agricultural province with a large agricultural population, and the construction of rural cooperative medical system is also prominent. After years of efforts, the scope of the new rural cooperative pilot in our province has been expanded, the conditions of service of rural medical and health institutions at all levels have been improved, the benefit level of insured farmers has also been greatly improved, and the enthusiasm of the broad masses of farmers for insurance has been continuously enhanced. However, there are still some problems in the construction of NCMS in our province, for example, the farmers' understanding of NCMS is not enough; the government's propaganda for NCMS needs to be strengthened; the medical institutions are not in place to provide services, and so on. We also need to take the basic principles of Marxism as the guidance, based on the situation in the province, constantly promote the process of new rural cooperation reform. Based on the Marxist theory and the current situation of the reform of the new rural cooperative medical system in Jilin Province, this paper analyzes the problems existing in the present situation of the new rural cooperative medical system in Jilin Province. The reasons and the enlightenment of the foreign rural medical security system to us, and from four aspects, put forward some suggestions on how to perfect the new rural cooperative medical care system in Jilin Province, and put forward some suggestions on how to improve the new rural cooperative medical care system in Jilin Province. In order to provide some reference for China's new rural cooperative medical system reform.
