成都市政策性农业保险财政支持研究

【摘要】：政策性农业保险作为一种稳定农民收入的重要方式,对提高农业生产数量和质量、解决农村金融失灵、完善农业现代化建设体系有着举足轻重的作用。在这种形势下,政府发挥拉动和引导作用,实现政策性农业保险与成都市农业发展的有效对接,成为决定成都农业现代化成败的关键。在新一轮政策性农业保险试点中,成都市在2007年开始开展政策性农业保险。本文结合目前成都市开展政策性农业保险试点工作的情况,从财政支持成都市政策农业保险的角度进行了相关研究。文章首先简单介绍课题的研究意义,并对国内外相关研究成果进行简要说明,形成了本文的研究结构和研究方法。接着从经济学的角度论证财政支持是成都市政策性农业保险发展的必要条件,进而从成都市政策性农业保险试点工作的实际情况出发,分析了成都市财政支持政策性农业保险的现状。然后,本文对成都市财政支持政策性农业保险存在的问题及其成因进行了分析,并总结了美围、日本、毛里求斯以及上海、北京等五种情形下农业保险的财政支持模式及其对成都市发展农险业务的启示。在此基础上,从政策目标、角色定位、组织实施部门、支持范围、支持方式和支持力度、绩效评价以及实施监管七个方面提出了一个关于建立成都市政策性农业保险财政支持平台的构想。
[Abstract]:As an important way to stabilize farmers' income, policy-oriented agricultural insurance plays an important role in improving the quantity and quality of agricultural production, solving rural financial failure and perfecting the agricultural modernization construction system. Under this situation, the government plays the role of pulling and guiding to realize the effective docking between policy agricultural insurance and Chengdu's agricultural development, which becomes the key to decide the success or failure of Chengdu's agricultural modernization. In a new round of policy-based agricultural insurance pilot, Chengdu began to carry out policy-based agricultural insurance in 2007. This paper studies the policy agricultural insurance in Chengdu from the angle of financial support. This paper first introduces the research significance of the subject, and briefly explains the related research results at home and abroad, forming the research structure and research methods of this paper. Then from the angle of economics, it proves that financial support is a necessary condition for the development of Chengdu policy-oriented agricultural insurance, and then proceed from the actual situation of the pilot work of Chengdu policy-oriented agricultural insurance. This paper analyzes the current situation of policy agricultural insurance supported by finance in Chengdu. Then, this paper analyzes the existing problems and causes of the policy-oriented agricultural insurance in Chengdu, and sums up the problems in Meiwei, Japan, Mauritius and Shanghai. The financial support mode of agricultural insurance and its enlightenment to the development of agricultural insurance business in Chengdu under five kinds of circumstances such as Beijing. On this basis, from the policy objectives, role positioning, organization and implementation of departments, support scope, support methods and support strength, This paper puts forward a conception of establishing a financial support platform for policy agricultural insurance in Chengdu from seven aspects of performance evaluation and implementation of supervision.
