中国养老金入市风险及对策研究

【摘要】：养老保险是社会秩序稳定的基石，从社保运行情况来看，养老保险的完善程度反映出了一个国家经济社会是否具有健康持续发展的条件。然而我国养老保险制度虽然屡经改革，但目前仍然存在投资运营效率低下、保值增值手段缺乏的严重问题。随着我国逐步进入老龄化社会，我国的老年人群体更显现出老龄人口基数大以及抚养比高等问题，使我国养老金的持续赤字运营问题更加凸显。面对养老金运营管理存在的种种问题，，通过多元化投资手段使养老金保持增值已经势在必行。目前，我国已经逐步开始试点养老金入市，然而养老金入市所带来的投资风险与监管问题却仍然没有妥善解决。本文从养老金运行及投资风险管理的基本理论入手，对养老金入市的必要性及入市存在的风险进行分析，进而分析养老金入市风险管理与监管的具体措施与存在的问题，并借鉴国外相关经验，在此基础上归纳出本文的研究结论并提出具有针对性的政策建议。
[Abstract]:Pension insurance is the cornerstone of social order stability. From the view of social security operation, the improvement of pension insurance reflects the condition of the healthy and sustained development of a country's economy and society. However, although China's old-age insurance system has been reformed repeatedly, there are still low investment operating efficiency and lack of means of preserving and adding value. With the gradual entry into the aging society, the elderly population in our country shows a larger population base and higher dependency ratio, which makes the problem of continuous deficit operation more prominent in our country. Facing various problems in the management of pension operation, the pension will be added value through diversified investment means. It is imperative. At present, China has gradually started the pilot pension into the city, but the investment risks and supervision problems brought by the pension into the city are still not properly solved. This paper, starting with the basic theory of pension operation and investment risk management, analyzes the necessity of entering the city and the risks of entering the city, and then divides it into the market. The specific measures and problems in the risk management and supervision of pension into the city are analyzed, and the relevant foreign experience is used for reference. On this basis, the conclusions of this paper are summed up and the pertinent policy suggestions are put forward.
