扩大江西省城镇居民养老保险覆盖面研究

【摘要】：根据党的十七大精神和《中华人民共和国国民经济和社会发展第十二个五年规划纲要》、《中华人民共和国社会保险法》的规定，2011年6月国务院总理温家宝召开国务院常务会议，决定从2011年7月1号起开展城镇居民养老保险（以下简称城镇居民养老保险）试点工作。从此养老保险最后一片空白——关于城镇居民的养老保险拉开了帷幕。扩大城镇居民养老保险覆盖面，增进城镇居民福利成了各地参保机构追求的目标,如何有效扩大城镇居民养老保险覆盖面也成了研究热点。本文在对城镇居民养老保险的内容以及相关文献综合整理的基础上，运用相关理论，通过实地调查和统计分析，对扩大城镇居民养老保险覆盖面问题进行了深入的研究，得出对扩大城镇居民养老保险覆盖面影响较大的因子，根据程度从大到小依次是政策吸引力，养老金待遇，，养老方式，个人因子，缴费制度，参保意愿，并提出了相应的对策建议：提高政府信誉和加强经办机构能力建设来实现增强政策吸引力；通过增加养老金的激励作用和各部门协调工作，努力促进区域经济发展来提高养老金待遇；而养老方式以及个人特征因素则需要通过加强宣传力度，提高个人参保意识来达到；缴费制度可以适当的增加弹性缴费的档次，让更多人可以参与进来，以便实现城镇居民养老保险全覆盖的目标。本文所运用的方法主要有文献阅读法、问卷调查法、统计分析法和矛盾分析法。在第三章对问卷及统计分析做了详细阐述。
[Abstract]:In accordance with the spirit of the 17th CPC National Congress and the outline of the Twelfth Five-Year Plan for National Economic and Social Development of the people's Republic of China, and the provisions of the Social Insurance Law of the people's Republic of China, Premier Wen Jiabao convened an executive meeting of the State Council in June 2011. From July 1, 2011, it was decided to carry out the pilot work of urban residents' pension insurance (hereinafter referred to as urban residents' pension insurance). Since then, the pension insurance last blank-on urban residents pension insurance began. Expanding the coverage of urban residents' old-age insurance and improving the welfare of urban residents have become the goal pursued by the participating organizations. How to effectively expand the coverage of urban residents' old-age insurance has also become a hot research topic. Based on the comprehensive analysis of the contents and related documents of urban residents' old-age insurance, this paper makes a deep research on the expansion of the coverage of urban residents' old-age insurance through field investigation and statistical analysis. The factors that influence the coverage of urban residents pension insurance are the policy attraction, pension treatment, individual factors, payment system, and the willingness to participate in the insurance, according to the degree of the policy attraction, pension treatment, pension method, personal factors, the contribution system, and the willingness to participate in the insurance. The corresponding countermeasures and suggestions are put forward: enhancing the credibility of the government and building the capacity of the agencies to enhance the policy attractiveness; by increasing the incentive role of the pension and coordinating the work of various departments, Efforts should be made to promote regional economic development in order to improve pension benefits; however, the way of providing for the aged and the factors of personal characteristics need to be achieved by strengthening publicity and raising the awareness of individual participation in insurance. The contribution system can appropriately increase the level of flexible contributions. So that more people can participate in order to achieve the goal of full coverage of urban residents pension insurance. The main methods used in this paper are literature reading, questionnaire survey, statistical analysis and contradiction analysis. In the third chapter, the questionnaire and statistical analysis are described in detail.
