当前我国失地农民养老保险模式比较分析

【摘要】：中国是一个农村人口占大多数的大国,土地是农民生产生活的保障,是农民的命根子。而在推进工业化和城市化、实现现代化进程中,必然要求部分农业用地转变为建设用地,必然会使一些农民失去土地,也必然会产生失地农民。于大多数的农民来说,失去了土地,就意味着失去了家庭经济收入最重要的来源,同时也失去了土地带给他们生产和生活的双重保护。当前中国的社会保障制度还不完善,征地补偿制度存在很大的弊端,传统的家庭养老也已经不能满足失地农民的养老需求。在这样一个背景下通过对我国现行的失地农民养老保险模式的比较分析,建立一个科学合理,可操作性强的针对失地农民的养老保险模式是十分必要和迫在眉睫的。文章采用了文献研究法、比较研究法、实证分析和规范分析相结合等研究方法全面展开对失地农民养老保障的概念、现状、存在问题和对策的研究。从其体制、方式、可行性的等多方面考虑,在比较中发现问题,寻找差距,从而找到对策。创新之处在于选题上的创新和研究方法上的创新。具体来说,首先阐述了失地农民的定义,对失地农民进行概念上的界定。其次,论述了失地农民的现状、分析失地农民形成的原因。再次,通过对三种失地农民养老保障模式的比较分析,指出了三种失地农民养老保障制度建设在保障目标、资金筹集和管理及待遇水平上存在的差异及问题。最后,试探性的提出失地农民养老保障设计的方案构想,并提出完善我国失地农民养老保障制度的几点建议：尽快实现失地农民养老保险的城乡一体化,并且至少在省级以上实现统筹；有必要建立一个失地农民养老保险过渡模式供地区参考；加强失地农民养老保险基金的运营与管理；拓展养老保障金的筹集渠道,提高保障水平等。
[Abstract]:China is a large country with large rural population. Land is the guarantee of farmers' production and life, and the lifeblood of farmers. In the process of promoting industrialization and urbanization and realizing modernization, some agricultural land must be transformed into construction land, and some farmers will lose their land and produce land-lost peasants. For most farmers, losing their land means losing the most important source of household income and the dual protection of land for their production and livelihood. At present, the social security system in China is not perfect, the compensation system of land requisition has great disadvantages, and the traditional family pension system can not meet the pension needs of landless farmers. Under such a background, it is very necessary and urgent to establish a scientific, reasonable and operable pension insurance model for landless farmers through the comparative analysis of the current mode of endowment insurance for landless farmers in our country. This paper uses the methods of literature research, comparative research, empirical analysis and normative analysis to study the concept, present situation, existing problems and countermeasures of old-age security for landless farmers. From its system, mode, feasibility and other aspects of consideration, in comparison to find problems, find gaps, and find countermeasures. The innovation lies in the innovation of the topic and the innovation of the research method. Specifically, the definition of land-lost farmers is first expounded, and the concept of land-lost farmers is defined. Secondly, the paper discusses the present situation of land-lost farmers and analyzes the reasons for the formation of land-lost farmers. Thirdly, through the comparative analysis of three kinds of land-lost farmers' old-age security model, the paper points out the differences and problems in the security goal, fund raising and management and treatment level of the three land-lost peasants' old-age security system. Finally, the paper puts forward the scheme and conception of the old-age security design of the land-lost farmers, and puts forward some suggestions to perfect the old-age security system of the land-lost peasants: to realize the urban-rural integration of the land-lost peasants' old-age insurance as soon as possible. And at least at the provincial level to achieve overall planning; it is necessary to establish a land-lost farmers pension insurance transition model for regional reference; strengthen the operation and management of land-lost farmers pension insurance fund; expand the channels for raising pension funds.
