东营市垦利区城乡居民基本养老保险制度统一实施过程中的问题研究

【摘要】：随着世界老龄化程度的持续加深,我国社会对养老问题也愈加关注,城乡居民对养老需求不断增加,为了健全完善我国的社会养老保险管理制度,进而尽快达到在全国范围内全面落实城乡养老保险政策,我国在近几年颁布并实施了一系列的文件草案,先后在不同的地区进行了养老保险政策的试点工作,取得了较为丰硕的实验成果。截止到2014年,我国对新农保和城居保两种社会养老保险合并进行了探索,合并为城乡居民基本养老保险统一实施。本文以此为研究对象,通过学习研究相关政策和理论文献,了解不同时期的养老保险制度发展变化,明确制度实施的理论与现实根据,可行性与必要性,分析制度统一实施的现状,查清实施过程中存在的问题,提出具体的可行性建议。在此基础上,本文以垦利区城乡居民社会养老保险制度举例进行个案研究,探讨城乡居民社会养老保险制度的发展历程、垦利区城乡群众社会养老保险制度当下落实的实际现状以及构建的不可或缺性,并且还深入探究分析了其在养老保险制度实施过程中所存在的缺陷与不足之处,同时结合当地实际情况,对存在的问题进行探讨,提出可行性的意见和建议。通过上述的深入探究,我们可以发现垦利区城乡的养老保险落实情况存在诸多问题,主要是由于以下几方面原因造成的:政府部门间责任分配不合理、协调机制不健全;经办机构人员、设备配置落后,财政投入不足;政策宣传未深入人心,居民参保热情不高;各级财政投入不足,基础养老金增长和缴费补贴偏低;欠缺科学的梯度补贴制度,缴费激励效果不显著等。所以针对上述所存在的问题,要想彻底解决,进而较快落实城乡养老保险政策,必须要做到:合理分配政府责任,促进各部门之间的协调合作;加强基层服务平台和新型化建设;合理划分各级政府财政责任;完善参保激励机制;完善养老金统筹管理等。
[Abstract]:With the continuous deepening of the aging degree in the world, our society is paying more and more attention to the problem of the aged, and the demand of the urban and rural residents for the aged is increasing. In order to perfect the management system of the social endowment insurance in our country, As soon as possible, we can achieve the comprehensive implementation of the urban and rural old-age insurance policy nationwide. In recent years, China has promulgated and implemented a series of draft documents, and has successively carried out pilot work on pension insurance policies in different regions. More abundant experimental results have been obtained. Up to 2014, our country has carried on the exploration to the new rural insurance and the city housing insurance two kinds of social endowment insurance union, merges into the urban and rural residents basic old-age insurance unifies the implementation. This article takes this as the research object, through studies the related policy and the theory literature, understands the different period endowment insurance system development change, clear system implements the theory and the reality basis, the feasibility and the necessity, This paper analyzes the present situation of the unified implementation of the system, finds out the problems existing in the process of implementation, and puts forward concrete feasible suggestions. On this basis, this paper takes the case study of urban and rural residents' social old-age insurance system as an example to discuss the development process of urban and rural residents' social old-age insurance system. The actual status quo and the necessity of constructing the social endowment insurance system of urban and rural residents in Kenli district are analyzed, and the defects and deficiencies in the implementation of the pension insurance system are also analyzed. At the same time, combined with the local actual situation, the existing problems are discussed, and the feasible suggestions are put forward. Through the above in-depth exploration, we can find that there are many problems in the implementation of urban and rural old-age insurance in Kenli area, mainly due to the following reasons: the distribution of responsibilities between government departments is unreasonable, the coordination mechanism is not perfect; The personnel of the agencies are backward in equipment allocation and insufficient financial input; the policy propaganda is not deeply rooted in the people's mind, and the residents' enthusiasm for participating in insurance is not high; the financial investment at all levels is insufficient, the basic pension growth and the contribution subsidy are on the low side; and there is no scientific gradient subsidy system. The effect of fee incentive is not significant. Therefore, in order to solve the above problems thoroughly and implement the policy of urban and rural old-age insurance quickly, we must: rationally distribute the responsibility of the government and promote the coordination and cooperation among the various departments; Strengthen the basic level service platform and new-type construction; rationally divide the financial responsibility of all levels of government; perfect the incentive mechanism of participating in insurance; perfect the overall management of pension and so on.
