现阶段我国农村社会养老保险制度的建立与完善

【摘要】：在我国经济加速发展、“三农”问题已成为影响国家发展的关键问题的大背景下，在立足我国基本国情的基础上建立我国自己的农村养老保险制度。我国改革开放已经近40年，我国社会养老保险已经基本在城市覆盖，但是农村养老保险仍旧处于薄弱环节。如何建立健全农村地区的养老保险体制已经成为我国亟待解决的问题。本文首先对涉及到的相关理论进行梳理和总结。从社会保险的基本理论和中国的实际情况为出发点。我国进入小康社会以后，老龄化成为了当前的突出问题，如何养老，是每一个家庭都要面对的事情。中国农村经济发展相对落后，单靠家庭力量难以负担，因此，在农村建立社会养老保险制度成为了研究的重点。其次，在中国经济体制转型过渡的大时代背景下，站在历史的角度重温了该制度的发展历程，找出当前制度中存在的主要问题，并且剖析了引起问题的原因；再次，结合我国目前农村养老的经济背景、老龄化进程加快、人口流动性增强的特点。针对不同的情况进行研究和探讨，并对我国现阶段农村养老保险制度的现状和缺陷进行分析和总结。最后，与国外的养老保险制度进行对比，以美国、德国、瑞典三个欧洲发达资本主义国家的相关制度为参照，总结出对于我国有益的经验和教训。结合我国农村的实际情况，并结合马克思主义的先进理论提出对于相关对策。对该制度进行研究具有重大意义。首先对农村养老问题进行研究，一定程度上对“三农”问题的解决也具有重大意义，并为最终建立中国社会养老保险制度提供切实的理论参考；其次，，对于缩小区域间的发展差距，促进城乡间均衡发展也具有重要意义。
[Abstract]:In the rapid development of China's economy and the "three rural" problem has become a key issue affecting the development of the country, we have established our own rural old-age insurance system on the basis of the basic national conditions of our country. China's reform and opening up has been nearly 40 years ago, and the social endowment insurance of our country has been basically covered in the city, but the rural endowment insurance has been basically covered. How to establish and improve the old-age insurance system in rural areas has become an urgent problem in China.
This article first combed and summed up the related theories. From the basic theory of social insurance and the actual situation of China as the starting point. After our country entered a well-off society, the aging of the aged for the present outstanding problems, how to provide for the aged, is the situation that every family should face. The development of China's rural economy is relatively backward, only by home. Therefore, the establishment of social endowment insurance system in rural areas has become the focus of research. Secondly, in the context of the transition of China's economic system transition, the development process of the system is reheated in the historical perspective, the main problems existing in the current system are found, and the reasons for the problems are analyzed. Again, Combined with the economic background of rural endowment in China, the aging process is speeding up and population mobility is enhanced.
This paper analyzes and summarizes the status and defects of the rural old-age insurance system at the present stage. Finally, compared with the foreign old-age insurance system in the United States, Germany and Sweden, three European developed capitalist countries are taken as reference, and the useful experience for our country is summarized. Combined with the actual situation of rural China, combined with the advanced theory of Marx, it puts forward relevant countermeasures.
It is of great significance to study the system. First of all, the study of rural pension problems is of great significance to the solution of the "three rural" problems, and provides a practical theoretical reference for the final establishment of the Chinese social endowment insurance system. Secondly, to narrow the development gap between the regions and promote the balanced development of the urban and rural areas. It is also of great significance.
