新型农村社会养老保险制度实施中经办管理服务的研究

【摘要】：新型农村社会养老保险制度(以下简称“新农保”制度)对于保障我国农村老龄人口的基本生活、完善农村社会保障体系、维护农村社会稳定、促进经济发展和社会进步都具有重要的作用。作为“新农保”制度实施中的经办管理环节成为该制度有效实施的关键。目前,新型农村养老保险制度在我国部分省、市、区已经运行了4年,各项效能均有所体现,但是随着发展,影响“新农保”政策有效实施的问题也相继出现,尤其是经办管理服务环节中出现的问题,这些问题包括：基金管理方面、政策实施监督管理方面、经办能力水平方面等。本文作者主要通过对西安市长安区进行实际调研,制作调查问卷,经过提炼总结出经办管理服务中所存在的问题,然后通过分析,根据目前的形式和条件,提出依靠政府、管理部门、社会化三维共建的模式来解决相关问题。本文的重点在于第三章和第五章,即调查问卷的分析提炼和问题的解决途径。本文的创新在于问卷调查和实际走访相结合,调查问卷的内容是根据作者在长安区城乡居民社会养老保险服务中心的实际调查设计得出,具有一定的代表性和针对性。
[Abstract]:The new rural social old-age insurance system (hereinafter referred to as the "New Rural Insurance" system) can protect the basic life of the rural elderly population, perfect the rural social security system, and maintain the stability of the rural society. Promoting economic development and social progress plays an important role. As a management link in the implementation of the new rural insurance system, it becomes the key to the effective implementation of the system. At present, the new rural old-age insurance system has been in operation for 4 years in some provinces, cities and districts of our country, and all kinds of efficiency have been reflected. However, with the development of the new rural old-age insurance system, the problems affecting the effective implementation of the "new rural insurance" policy have emerged one after another. These problems include fund management, policy implementation, supervision and management, management ability and so on. The author of this paper mainly carries on the actual investigation to Xi'an Changan District, makes the questionnaire, after abstracts summarizes the existence question in the administration management service, then through the analysis, according to the present form and the condition, proposes to rely on the government, Management, socialized three-dimensional co-construction model to solve related problems. The emphasis of this paper lies in the third and fifth chapters, namely, the analysis and refinement of the questionnaire and the ways to solve the problem. The innovation of this paper lies in the combination of questionnaire survey and actual visit. The content of the questionnaire is designed according to the author's actual investigation in the social endowment insurance service center of urban and rural residents in Changan district, which has certain representativeness and pertinence.
